A Study On The Government Regulationin The Engineering Quality Testing Marketin Hunan Province

After 30 years' development,with the expanding scale and the increasing number of employees,the engineering construction quality testing industry plays a significant role in engineering construction industry in Hunan province.Under the supervision and management from the engineering construction administration departments and engineering quality supervision institutions,the engineering quality testing institutions has executed effective testing work,which guarantees the engineering construction quality.However,some obstacles,such as irregular testing market,nonstandard credit system,rat race and ineffective internal management of some companies,exert negative effect on the testing quality and the improvement of the industry.Based on the facts,to refine the supervision theory and to improve the administrative supervision,this thesis does a research on the administrative supervision in the engineering quality testing market in Hunan province.The thesis,above all,summarizes the importance of the engineering construction quality testing,introduces the supervision on engineering construction quality testing market both abroad and home;in addition,it employs questionnaire to investigate and analyze the status quo of the engineering construction quality testing market in Hunan province,exploring the problems and the reasons;finally,based on the facts in Hunan province,it proposes some specific measures to enhance the administrative supervision.By doing the research,the thesis finds:(1)There are many problems existing in the engineering construction quality testing market,including unclassified institutions,uncompleted liability subject,undefined testing responsibility among construction part and supervision part,onefold administrative punishment measure,inadequate control,over-speedy marketization,narrow scope of service,and so on;(2)There are several reasons contributing to the phenomena,including imperfect legislative system,no decoupled relationship between the testing institutions and the administrative supervision departments,economic attribute and social attribute of engineering construction quality testing system,the testing work with regional features,low market entry barriers,and so on;(3)There are measures taken to solve the problems in the administrative supervision of the engineering construction quality testing market,which include an increase in licensing and regulation,enhancement of supervision,strengthening punishment,total quantity control of the institutions,classifying the institutions,making sure the institutions' obligation and responsibility,standardizing the credit system,implementing the information management,and so on.
