For the United States,the using in the Secret War and resettlement towards Hmong is the microcosm of foreign policy and the resettlement policy since the Cold War.It’s a kind of interaction with the domestic and international environment at that time.After more than 40 years’ change,it’s common concern of Hmong group in Laos and in the U.S.how the relationship between the United States and the Hmong in the United States.By researching,the citizenship of the transformation of these problems and resettlement of Hmong from refugee to citizen,it can deepen the American Hmong comprehensive,overall understanding,providing useful thoughts for the interpretation of the United States today and Chinese Miao’s survival status and influence.In order to clarify,this paper uses the research method of combination of history,to use and placement as the thread.The Hmong and American government interaction evolution as a framework to analyze the influencing factors to support a large number of historical facts and qualitative analysis on the basis.This article divided into three parts,from how the United States government using the Hmong,how to resettle them and what’s kind of role the Hmong play in the process of the formation of American citizens:The first chapter mainly revolves around the United States how to use the Hmong.This paper narrates the background of the Secret War firstly,then it’s about how the U.S.government using Hmong in Ho Chi Minh Trail,access to other military intelligence and the rescue of U.S.military personnel,respectively.To discusses the selection period of 1960-1975 years,through the analysis of the origin of perplexing Hmong relations with the United States.The second chapter was divided into three parts,it mainly discusses the status quo of federal state resettlement policy and resettlement of the Hmong.Firstly,according to the time sequence of Indochina immigration and Refugee Assistance Act,1980 Refugee Act,The Welfare Reform Act,The Hmong veterans Naturalization Act and the Dispersed Policy from the federal government’s standpoint,the government issued these bills for the Hmong who live in the United States and gradually integrate into the modern life.Secondly,it elaborates that the identity Hmong has changed from ColdWar Pawn to American Citizens subtle changes.The third part taking Minnesota as an example to explore how the state resettlement Hmong people,from the language,employment,agriculture and other aspects of the effectiveness of the corresponding specific measures.It’s a microcosm of the resettlement situation that the Hmong distributed in the United States.The third chapter focuses on the formation of the Hmong’s citizen role in America,from the conflict of American citizen role and their traditional role.Along with the traditional production,and ultimately their traditional role’s collapse led by the change of living style and the traditional social role of the collapse of the social system to indicate how the Hmong get the identity of American Citizens step by step in the following aspects.The first one is to obtain the psychological sense of security and stick to the traditional habits,the Hmong with the Second Immigration approach to the federal government’s scattered resettlement policy.In order to maximize the interests,actively participate in the fight and protect themselves,Hmong have been set up many communities.The Hmong have been living in the United States more than 20 years and they gained U.S.citizenship means that the traditional social system is challenged,tends to change and even collapse,struggling in the traditional and modern.They completely integrated into American society and open a new era in the history of Hmong.In addition,the Hmong is one of the youngest ethnic group in the United States,although they has made great achievements in various fields,but there is no denying that as a whole,they are still one of the most poor Asian immigrants groups.Even so,in order to survive,they try their best to compromise with the government and other Americans and accomplished many achievements successfully,that has attracted the attention of the world.The United States government towards the attitude of Hmong also changes with the progress of times and the international and domestic situation,they have been adjusted to it and opened a new chapter in their history.
