Research On Quangang Communist Youth League Strengthening Care Of Juvenile Vulnerable Group

In the context of innovation of social management,the social function of Communist Youth League is expanded continuously,and participation in social public affairs management has become an important social function of Communist Youth League.Communist Youth League is a social organization with relatively strong political nature,strong government-run color,and high organization degree,Communist Youth League has not only general property of social organization but also special political,official and organized property,with obvious officials and civilians duality,so it has unique advantages in intensifying social management innovation and participating in social public services.In terms of overall social population division,juveniles are the vulnerable groups.While among them,some juveniles are in more vulnerable social position for physiological,social and natural reasons,which has great influence on their growth and development,also damages the social equity principle and affects stable development of society.Therefore,a research on Communist Youth League strengthening care of juvenile vulnerable group is quite meaningful.Based on theory of the New Public Service,with Quangang Communist Youth League as the main pusher of caring juvenile vulnerable group and Quangang juvenile vulnerable group as the object of public services,the features and demands of juvenile vulnerable group as the object of public services are analyzed in this paper,survey and research in different levels and dimensions are made for the job of Quangang Communist Youth League strengthening caring juvenile vulnerable group,pointing out that insufficient attention is paid to the job of Quangang Communist Youth League strengthening caring juvenile vulnerable group and service awareness is not strong;financial compensation is inadequate,and resource allocation is not reasonable;regulations and policies are unsound;construction of full-time social worker team for juvenile affairs is badly lagged behind.The reason for backward social public service of Quangang is the result of long-term accumulation,not only limited by poor and remote physiographic condition and poor logical economic conditions,but also influenced by unconformable system and mechanism,narrow development ideas and other thoughts and ideas.So,this paper borrows experience of Communist Youth League in other regions such as applying network media,establishing college students voluntary team and building juvenile care and education base for reference,pointing out that it is necessary to establish modern public service concept of caring juvenile vulnerable group for Quangang Communist Youth League strengthening care of juvenile vulnerable group,improve the security mechanism of caring juvenile vulnerable group from the perspective of basic demand of juvenile vulnerable group,establish specialized and professional juvenile affairs social worker team,build service brand of Communist Youth League caring juvenile vulnerable group,and gives other countermeasures and suggestions in order to promote long-term sustainable development of Quangang Communist Youth League caring juvenile vulnerable group.
