Study On The Functions Of The Communist Youth League Of Secondary Schools In Yiliang From The Perspective Of New Public Service

The Chinese Communist Youth League,established in May 1922,is a mass organization of advanced young people under the leadership of the Communist Party of China,which shoulders the great historical mission of training qualified communists and reliable successors for the party and the country.In recent years,with the development of the cause of socialism with Chinese characteristics,the Party and the country have become more and more concerned about the growth of young members.It is universally acknowledged that secondary schools are the key cradles for young people and the proportion of members of CYL in secondary school accounts for more than any other schools.As a cradle of education,the secondary school makes it possible to contribute to the development of the socialism cause and the future of the nation,especially to cultivate members of CYL.However,with the development of economy and society,as well as the curriculum reform in middle schools,it is obvious that the influence of CYL in secondary schools of Yiliang county has increasingly decreased.As an extremely important part of cultivating members,CYL plays an important role in the development of the Communist Youth League.However,what makes us more and more concerned is that the influence of CYL in middle school students has declined and students' enthusiasm about joining CYL is fading.The reasons for this are complicated,such as the unqualified leadership in some areas and a lack of money.Therefore,the appearance of these phenomena urgently needs us to investigate the current situation of the Communist Youth League in Yiliang middle schools and then find out its problems by introducing new public service theory and combining with the practical work of CYL in Yiliang,this thesis provides some suggestions on how to further develop the functions of the communist youth league.This thesis mainly studies the current situation of the functions of the Communist Youth League of secondary schools in Yiliang from the perspective of new public service.The thesis is divided into five parts.The first part is introduction,mainly talking about the background of topic selection,research significance,literature review.The second part is the core concept and basic theory.Firstly,it expounds the concept of the Communist Youth League,the functions of the Communist Youth League and the functions of the Communist Youth League in middle schools.Secondly,it expounds the background,concept,content of the new public service theory.Finally it ends up with analyzing appropriateness of the new public service theory in CYL of secondary school.The third part mainly expounds the current situation of the CYL in Yiliang secondary school in the five functions——education,service,innovation,cultural construction and harmonious campus building.The fourth part summarizes four obvious problems in the current functions of the CYL in Yiliang secondary school through interviews and field visits.First,the cadres mostly take on part-time job in CYL of Yiliang secondary school,making it difficult for them to complete their job of CYL successfully;second,because of a lack of money,it's too difficult to carry out the activities;third,the work of the League is marginalized for a long time;fourth,it's extremely easy to ignore the laws and needs of students' development when designing activities,and the thesis analyzes the reasons based on the situation—— the lack of job security,the lack of attention to the work of the CYL,the diversity of work objects and the complexity of the working conditions.The fifth part is the possible solutions to the problems of the Communist Youth League's function from the perspective of the new public service theory,which gives some measures from the internal and external changes,innovations and brand building activities of the Communist Youth League.More importantly,it will give some references and approaches to the CYL of municipal and county secondary schools.
