The Research Of Dehua County Land Law Enforcement Supervision's Problems

The land is a matter of social stability and economic sustainable development in our country.Land law enforcement supervision is an important means and tool in the process of the land management and land market order maintenance.With the accelerating of urbanization process,there are increasing contradictions between economic development and land use,the phenomenon of illegal land use takes place frequently.Land law enforcement supervision is in the dilemma that ‘hard to find,difficult to investigate and enforce'.So how to crack this situation is becoming very important.In this paper,on the basis of predecessors' research,combining with the reality of work,the author analyzes current status of Dehua county land law enforcement supervisory,and points out the existence question and its reason.Through the analysis,and refer to the advanced experience of domestic land law enforcement supervision,the author puts forward the suggestions of countermeasures on Dehua county land law enforcement supervision problems.One is to strengthen the construction of legal system of land law enforcement and supervision,including strengthening land management laws and regulations propaganda and improving the land law enforcement supervisory rules and regulations.Second is to reform the existing system of land and resources management,including implementing completely vertical management of the departments of land and resources,keeping the land law enforcement supervisory independence,establishing land supervision system in the province.Three is to strengthen the land law enforcement supervisory linkage mechanism,the dynamic patrol responsibility mechanism,the whole people to participate in an oversight mechanism,the report of the public mechanism and team appraisal mechanism,illegal land law enforcement and supervision for the construction of the incentive mechanism and related mechanism.Four is to reform the illegal land treatment combining of sparse and block.The grassroots land and resources law enforcement supervision is the basis and premise of land and resources management.This article discusses the trapped and solution of Dehua county land law enforcement supervision,hopes for having certain enlightenment function on the whole land and resources law enforcement supervision system.
