The Study On The Public Policy Of The Problem Of Left-behind Children In Rural China

Along with steady and rapid growth in economy of China and step on the juice of course of industrialization and urbanization, it happened a new phenomenon of the problem of left-behind children in rural China, it's also a hot issue focused by lots of scholars and government officers at present. On the base of inheriting current results of research, the article tried searching effective prescription of resolving the problem of left-behind children in rural China from the lay of public policy.The article studied on the problem of left-behind children in rural China via combining the theory of policy process model, institutional economics, new public manage etc, and handling synthetically some ways, such as systems analysis, literature search, demonstration analysis, contrast investigation and so on. The result of researching showed, the left-behind children not only had huge magnitude, distributing imbalance in China, but also existed various problems, presented widely many characters, for example, poorly off life, single education, cool sensibility, absent wardship and complicated environment and the like. It took negative effect on the family and whole society. After further studied, we found that left-behind children in rural mainly came from three kinds of society problems, and summarized the reasons why had the problems on left-behind children in rural, such as the reason of society, the reason of institutional, the reason policy and so forth.As to status quo of development and existent origin of left-behind children in rural, at the same time, on the base of consult and use for reference of successful experience and advanced modus operandi on analogous matter, the article put forward some countermeasure and advice from three sections, and attempted to set up a system of public policy to solve the problem of left-behind children in rural China.
