Research On Risk Prevention Of Intellectual Property Rights During Mass Entrepreneurship And Innovation In Small Manufacturing Enterprises

On March 15 th 2017,at the ending of the 12 th session of the fifth meeting of the National People's Congress,NPC delegates attending the meeting give their opinions and proposals on the ME & I(Mass entrepreneurship and innovation)activities.The People's Congress examined and voted for the government work report made by Premier Li Keqiang.One of the key tasks for all levels of government in 2017 is to set up a new batch of ME & I activities demonstration base,and further promote ME & I activities.Under the correct guidance from governments at all levels,ME & I activities bloom and develop rapidly around the country.The SIDD(Strategy of Innovation-Driven Development)has been implementing rapidly and more responsive,and been in accordance with the law gradually.This strategy does not only foster the enthusiasm of innovation & entrepreneurship from entrepreneurs,but also motivate more and more SME(Small Manufacturing Enterprises)participate in the ME & I activities,helping industrial restructuring,initiating economy transformation and upgrading.During this process,more and more risks of IP(Intellectual Property)rights happen in products and services offered by SME,which must do research in risks of IP rights,and take steps to tackle.This article bases on the external environment and the internal business facets of SME,and try to divide the overall process into customers order,production plan,procurement,design and R & D(Research & Development),product manufacturing,distribution and after sales phase,etc.Analyses focus on the overall process,taking research in risk prevention,and raising effectively steps to cope with risks of IP rights,helping guide SME avoid and deal with the risks of IP rights.IP rights and risks coexist.That balanced evaluates IP rights and risks is a process to weigh the advantages and disadvantages,testing the wisdom of the management team,R & D staffs and other professionals & technicians in SME.During this process,SME not only can maintain their legitimate rights and interests,but also can cut extra operating cost and avoid unnecessary legal disputes,helping SME build an environment of protection for IP rights and join the SIDD,participating in ME & I activities.
