To respond to public emergencies effectively, public emergency management came to being. As the basic and core element for public emergency management, information provides basis for the deployment of human, capital, materials during the public emergency management and make the whole emergency management having reasonable decision and efficient management. As a result, the smooth process of Emergency Management is due and the adverse impact of public emergencies to the community is minimized. The Public Emergency management information security system is proposed and constructed in order to fully tap and meet the information needs of Public Emergency Management.With the methods of theoretical inquiry and case analysis, the author explored the common problems of all kinds of public emergency management from the aspects of the theoretical knowledge of information management, crisis management and public security.
