Research On The Guidance Of Internet Police-involved Public Opinions

In the 21 st century,the rapid development of network technology is beyond everyone's imagination and is changing the functioning mode of the whole society from all aspects of social life.The public security work is also actively or passively influenced and changed by it.In the network world,while fighting against cybercrimes,the public security departments should also maintain a healthy and good network environment for vast netizens and respond to various online public opinion.In recent years,due to the distorted news from media and netizens' blind speculation,many police officers' normal law-enforcement behavior became hot spots of online public opinion.Through media and netizens' intentional or unintentional distortion and exaggeration,public security departments' law-enforcement image has been negatively affected.And the government credibility has been jeopardized.Therefore,it is of realistic significance to publicize the public security departments' positive image,respond to online public police-involved opinion crisis and guide online public police-involved opinions scientifically and effectively by studying,analyzing and utilizing the characteristics of network information transmission.By combining the research results of other subjects on public opinions and public opinion guiding with the characteristics of public security work,this thesis conducts an analysis and research on the factors causing online public police-involved opinions,their characteristics and the forming process.Based on the communication theory and theory of communication effect,it is significant to combine the analyses on typical cases with the past experience and inspiration,to emphasize the guiding behavior in the process of a whole focus event of online public police-involved opinions,especially the guidance research in the middle and later periods of the events,which is also the most unnoticeable and ignorable periods of the events for guiding the online public police-involved opinions,establishing the positive image of the police and enhancing the credibility of public security departments.Therefore,it is suggested that relevant provisions on the guidance of online public police-involved opinions should be specified;pre-arranged planning on guiding online public police-involved opinions should be perfected;methods of guiding online public police-involved opinions,the internal communication mechanism of organizations and all police officers' awareness and competence of guiding online public police-involved opinions should be improved;a special public opinion guiding department for linkage of all relevant departments,valuing the relationship between the police and media should be established;the construction of official accounts should be continuously strengthened in order to further improve the public security departments construction regarding the guidance of online public police-involved opinions.
