Research On The Countermeasures Of Local Governments To Deal With Online Public Opinions Of Incidents

We are now in an era of information explosion with advanced internet,and the speed of information transmission is extremely fast.Especially,as the era of 5G is coming,we need to take precautionary measures,make systematic predictions about the various challenges ahead and develop strategies for dealing with them.Compared with traditional media,online information has lower authenticity and comprehensiveness,and the government's ability on online information control has reduced badly.Negative online public opinions often overpower positive ones easily,and it is common to see that people are wrongly informed with rumors.At present,most local governments in China pay much more attention to online public opinions than ever before,but their ability to handle the crisis brought by those opinions and the fruitsthey deliverhave great divide.Some local governments have insufficient experience in dealing with them,as well as insufficient ability to guide public opinions and tackle crises.As a result,they have lost the dominant power and right of discourse of online public opinions,but reaped a declining credibility.In the era of "we media",local governments are confronted with many significant issues and grave challenges like how to deal with the complex and ever-changing online public opinions,and how to improve their ability of analyzingthose opinions under the new situation,so as to grasp the trends of those opinions' development timely and accurately,and then guide online opinions scientifically to get the problems settled.This paper takes “the falling into river of a bus in Chongqing”as the research case.On the basis of the incident's basic information,the paper analyzes and studies the local government's guidance and disposal of online public opinions ofemergencies from various aspects.Combined with the incident,it analyzes the problems existing in the government's response to online opinions including its network management laws and regulations,early warning mechanism,monitoring,collection,analysis and judgment,etc.In addition,a series of countermeasures against the problems are put forward,which initially constructs a relatively feasible government response mechanism.
