The Research On Relationship Between Local Government And Resident Universities Based On Symbiosis Theory

With the country's economic and social development entering the new normal,the demand of high-level talents,new technology and advanced culture makes the local government more and more dependent on colleges or universities.The relationship between the government and universities or colleges is no longer a "free" relationship,because the external environment of universities has changed and they are trying to seek great development to adapt to this change.Under the background of building innovation-oriented nation,the best choice for them is to form a close-knit community of interests in the same symbiotic system.So,this study examines the relationship between the local government and resident universities from the perspective of symbiosis.According to logic of " asking questions-analyzing problems and solving problems",trying to provide some forward-looking ideas and operational suggestions for the specific practice of the government and resident universities with the methods of surveying and case analyzing.Because of the beautiful scenery and convenient transportation,Tai'an has always been one of the important science,education and cultural centers of Shandong Province.There are9 colleges and universities in its jurisdiction.Constrained by traditional management concepts,the government and universities are developing along their own tracks.There is no smooth cooperation mechanism established between them.The agglomeration effect of universities and colleges has not been exerted,and its contribution to the regional economic and social development is not enough.From the vision of symbiosis,the main reasons are absence of symbiotic unit,the symbiotic environment needs to be optimized,the symbiotic model is imperfect,and the symbiotic capacity needs to be enhanced.At present,Shandong Province is making great effort to replace old growth drivers with new ones,and is striving to build a powerful province both economically and culturally.Which provides a rare opportunity to build a new symbiotic relationship between the government and universities,and also provides a rare opportunity to promote the development of the city's economy and other social affairs,and to promote the development of universities.Based on the investigation of the current situation of the relationship between the government and resident universities,thispaper analyzes the deep roots of the existing problems.Based on the analysis of the successful experience at home and abroad,the article discusses the basic principles of constructing a new symbiotic relationship between the government and the resident universities with symbiosis theory,which are remodeling the symbiotic unit,improving the symbiosis model and optimizing the symbiotic environment,aiming to get some specific strategies to improve symbiotic ability.At last,the article try to provide some forward-looking ideas and operational suggestions for the specific practice of the government and resident universities.The article hope to build a new symbiosis relationship and to boost the conversing of the new and old growth drivers,and to help the city to become more and more thriving and prosperous in the new era.
