Research On The Professional Competency Model Of Policing Intelligence Analysts

Policing intelligence analyst is to engage in policing intelligence analysis of professional personnel,in the era of big data,Internet,public security intelligence work into the era of open source intelligence,public security organs available data information volume is very big and complicated,how to transform a variety of data information for auxiliary decision-making intelligence analysis report as the opportunities and challenges facing the public security intelligence work.The establishment of a professional police intelligence analyst team and the cultivation and improvement of the professional competence of intelligence analysts is the key to the improvement of the ability of police intelligence analysis,research and judgment.At present,there are a lot of researches on intelligence analysts' ability and quality.Through combing the research methods,it is found that the consideration of policy standards usually reflects the will of the decision-making level,theoretical literature is the crystallization of scholars' academic views,and the personal understanding reflected in the results of investigation and interview.The competency models constructed from this have their own advantages and disadvantages.In this paper,on the basis of previous literature survey,law enforcement and intelligence analysts post recruitment information research and analysis to the United States,the construction of professional competency initial model,finally combining expert interview with Delphi expert investigation method,expert in the field of public security intelligence collection of review and advice,further improve the competency characteristic elements,Finally,the professional competence model of public security intelligence analysts consists of five dimensions: values,traits,abilities,skills and knowledge,Intelligence professional class knowledge,information knowledge,mathematical statistics,policy and law knowledge,experience,computer skills,communication skills,intelligence,intelligence,skill,intelligence analysis report making skills,organization and management ability,innovation ability,team cooperation ability,active,keen information consciousness,critical thinking,attention to detail,work under pressure and confidential consciousness,information sharing,maintaining social stability,awareness of privacy protection elements,a total of 22 competence characteristics,34 behavior characteristics.This paper consists of six parts,the first part of the introduction,mainly introduces the research methods,background,significance,research ideas,innovative points.The second part is a theoretical review,which clarifies the definition of the concept of police intelligence analyst and professional competency model,and summarizes the research on intelligence analyst's ability and quality at home and abroad.The third part is to build the public security intelligenceanalysts competency model,through the analysis of unit of choose and employ persons releases post recruitment information coding,law enforcement and intelligence analyst position ability quality request,intelligence analysts,summed up the professional competency characteristic element requirements,combined with literature survey results to build public security intelligence analysts professional competency initial model.The fourth part is the test and modification of the competency model.Through the Delphi expert survey method,the evaluation results and Suggestions of experts are integrated,and the indicators of competency characteristics are constantly revised.Finally,a consensus is reached to establish the professional competency model of public security intelligence analysts.The fifth and sixth parts provide countermeasures and Suggestions for the system design and team construction of public security intelligence analysts by analyzing and explaining the competency model.
