Research On The Law Enforcement Pattern Of Environmental Police

The hard situation of environment and resource protection and an urgent need to strengthen environment law enforcement gave birth to the production of environmental police.From a global perspective,it is a development trend of making environmental police a kind of professional police to deal with environmental crime cases and building an efficient and smooth law enforcement mode.However,the environmental police system has not been established truly at the present stage.The imperfect environment law enforcement system has also a serious impact on the effect of environment law enforcement currently.About fully implementing the building of environmental police,various regions have different progress and the related supporting policies are still not perfect.It is controversial that whether it is necessary to set up environmental police,which mode is to be selected,what responsibilities environmental police should take and so on.Under the background,this paper consists of six parts to analyze the law enforcement pattern of environmental police,according to field research and related literature.The first part discusses the concept and characteristics of the law enforcement pattern of environmental police,especially makes a definition of "the law enforcement pattern".And then it divides the pattern into organizational pattern and behavior pattern so as to research later.The second part expounds the organizational pattern and the behavior pattern of the law enforcement respectively.The organizational pattern is divided into three categories: joint law enforcement pattern,independent police pattern and the mode of converting forest police into environmental police.The behavior pattern mainly includes administrative enforcement,criminal investigation and the cooperation between Environment Protection Bureau and Public Security Organs.In the third part,I introduce the development of the environmental police system in other countries.By analyzing and comparing three typical areas(Massachusetts,the Republic of Trinidad and Tobago and Taiwan),this part sums up some useful experience and enlightenment to guide the improvement of the law enforcement pattern of environmental police.The fourth part introduces the general situation about setting up environmental police in China,and then discusses the organizational pattern and the behavior pattern of Taizhou's Police Corps on food safety,drug safety and environmental crime investigation.In the fifth part,we can understand the existing problems in the process of environment law enforcement,through the analysis of the above situation,In the end,the sixth part chooses the independent police pattern to put forward some corresponding suggestions,based on the above research.Combined with the current problems and difficulties,this part also explores the proper functions of environmental police,in order to provide theoretical support and practical guidance for setting up a professional team.The establishment of environmental police system is an important measure to combat environmental crimes effectively and the perfection of the law enforcement pattern of environmental police is a part of building this system.It is hoped that this paper will provide some suggestions for the development of environment law enforcement and the construction of environmental police.
