A Study On Police Cooperation Under The EU Framework And Its Enlightenment For China

Although it is hard to establish a direct and causal relationship between globalization and threat to public safety,a lot of evidence suggests that trans-border crime groups have found more favorable conditions to expand their operations as it is getting easier to cross national borders.In addition to this,advanced communication technologies and transportation system has made the crime groups have more access to illegal activities all over the world.Terrorist,drug traffickers s,human traffickers,as well as financial and cyber criminals have made advantages of globalization to develop more sophisticated operations which has posed security threats to both developed and developing nations.Thus,security concepts have been changing owing largely to these newly arising security concerns.States are challenged to maximize the benefits of globalization for their common protection and required to work together in cooperative fighting against transnational criminality.As a result,those countries that have close geographical position,similar social system and cultural origin are bond to together—— new international and regional level cooperative policing has emerged and proven to be highly promising in fighting transnational crime.The police cooperation under the framework of the European Union within the further development of European integration has gradually formed a multilevel,stable police cooperation system,which is rich in content.The basic system of a series of treaties provides legal protection and action direction and guidance for police cooperation,and various policing agencies work as operational carriers for police cooperation.Finally,information-sharing and multidisciplinary cooperation form a supplement of police cooperation.We can look deeper into this world's most advanced regional police mechanism by studying its necessity,current development,characteristics as well as obstacles and methods.After a comprehensive analysis of the EU police cooperation,it can provide some suggestions for China's participation in international police cooperation and Regional Police Cooperation.
