Emergency exercise plays an important role of practical effect,improving emergency plan,training team,improving the ability of emergency disposal.However,in the process of exercise,a series of problems of exercise have found,for example,the exercise become a mere formality,lacking of working depth,performing poorly,etc.,which affected the exercise effect seriously.Based on the problem mentioned above,this paper mainly studied from the aspect of exercise design of mass disturbances to solve the problem.First,design is an important constituent part of the preliminary work,for it has an significant impact on the aspect of guaranteeing exercise scene conforms with the development of event,the smooth implementation of the exercise and the accuracy of the presence,to a certain extent,exercise determines the tendency and advance of the improvement approach.Secondly,design needs follow certain idea to provide some theoretical support and design method by the analysis of scenario building theory and evaluation theory.Meanwhile,exercise design should follow the principles of security,comprehensiveness,practicality and difficulty ascension,and the process should base on actual surveys,guarantee the credibility,the problem of supplies and expenditure,external influence and staff composition.Finally,exercise design is divided into four basic steps,make a plan,exercise scheme,compiling exercise file and the guarantee,then have a further explanation,exercise plan including assess practice needs,exercise aim,exercise scheme including exercise target,the design of exercise scene and exercise work arrangement,compiling exercise file including exercise target,situational instruction,staff manuals,assessment plan and address list.
