Such phenomena as rural-urban labor migration,engagement of business and establishment of service industry have becoming more common since the reform and openingup policy.Young adults tend to swarm into urban with the passage of time,in the meantime,there are more and more caretakers left in country.Followed by various and activated social security problem.Social security problems in rural-urban is very significant.We are required to research into social security problem of rural-left people to make a job of public security.Most importantly,providing feasible countermeasure is obliged.At present,social security problems mainly on the following aspects: firstly,rural-left people are more likely to be the target of crime.Secondly,they can be a principal hazard for public security in countryside.Thirdly,contradictions and disputes between them can be transformed into violent conflicts easily.Finally,security incidents become frequent in their outdoor activities and rural life.Based on certificated investigation,there are several reasons for the phenomenon: firstly,the dependence of public security is limited because of a large outflow of rural surplus labor.Secondly,their precaution consciousness is not enough owing to weak physical power,limited recognition and inadequate experience.Thirdly,because of complicated topography,inconvenient traffic,scattered village and bad communication,it is difficult to keep public security.Finally,current social administration can't match rural-left people.On the basis of Construction of New Countryside and the reform of Social Governance,the thesis offers some feasible countermeasures for the problem: firstly,it is necessary to implement accountability mechanisms in the committees of rural party branch,to improve social administration and to intensify the maintenance of public security.Secondly,we are required to make good use of the construction of public security of big data,to carry forward ‘Wisdom of Police Service' and to give full play the role of communication in the defense and control of public security.Thirdly,it is obliged to increase police power,auxiliary police,and to intensify the construction of mass defense and control.Fourth,improving the administration of public security is important.Fifth,strengthening the construction of ideology and culture can't be ignored.Sixth,improving the construction of infrastructural facilities and security infrastructure are indispensable.Finally,the development of economy is priority,for example,young adults returning home to start a business ought to be advocated extremely.
