A Study On The Transformation Of Rural Governance Mode In Lianjiang

With the development of the urbanization and the market economy,the major changes in the social and economic structure of the countryside have impacted the original social order.The rural areas in Lianjiang have experienced a series of changes in the social and economic structure,social relations and the pattern of interests.In the face of the new situation,Lianjiang rural areas is facing these practical problems: how to speed up the transformation of rural governance model,promote the construction of new socialist countryside,and then accelerate the development of rural urbanization ? The transformation of rural governance model in Lianjiang based of the practice of the main government-led,lacks of the necessary legal norms and a good environment,which leading to so many obstacles to the transition,such as: the lack of internal power of community development,the inaccurate positioning of rural communities,the blocking of community function,the weaken of community autonomy and many other.Therefore,in order to achieve transformation better,it's necessary for rural of Lianjiang to innovate the way of transform the governance model of community.In this paper,according to the logical thinking of putting forward problems,analyzing problems and solving problems,the author makes an in-depth analysis of the transformation of rural governance mode in Lianjiang from theory and practice.In this paper,through the literature research,field research and comparative analysis and other research methods,the practice of rural community governance in Lianjiang were analyzed.This article summed up problems,then analysised the obstacle factors of rural governance transformation in Lianjiang,and then draws lessons from the successful experience at home and abroad.Finally,put up countermeasures and suggestions of transformation of rural governance model for Lianjiang.Through literature and field research,and comprehensive analysis of the data,we found the following problems in rural governance mode of community transformation in Lianjiang: community run resources,to raise funds not solve the conventional construction and operation of economic sources,the lack of full-time staff of public service center;community public service a total lack of the gap between urban and rural areas still exist;the community operation administration is serious,positioning arrogation of grassroots self-government organizations;community participation enthusiasm is not high.The main obstacles lie in the fact that the main body of the community governance has not been straightened out yet,the community institutions are unreasonable,the political apathy of the rural residents and the lack of legal guidance in community construction.According to the model of rural community governance in Lianjiang transformation,proposed countermeasures,is the conclusion of this paper: one is the basic principles of people-oriented,according to local conditions;two is to clarify the relationship between the residents of the community,grassroots party organizations,villagers' committees and community autonomous organizations,rural residents and enterprise governance;three is the reshaping of social capital.To enhance the endogenous motivation community;four is to optimize the functions of township government,the establishment of public service supply and demand exchange mechanism,constructing efficient governance mechanism;five is to ensure funding,strengthen personnel training and training,improve grassroots democracy and the rule of law,perfecting the safeguard mechanism,perfect safeguard mechanism.
