| The neighborhood committee should be the leader of community autonomy.However it actually bears a lot of administrative affairs from the town government,which makes it become subordinate under the town government.Under these circumstances,it's difficult for the “should-be” autonomy organization to play an autonomous function.Based on the analysis of the legal text and the legislative background of the neighborhood committee,this paper makes an in-depth study on the HG community neighborhood committee in North Guangdong.After analyze,the paper finds that in the operation of the neighborhood committee,it is difficult to cope with the administrative affairs,and autonomy work has to compromise to administrative affairs.The neighborhood committee depends on the government,from tangible to intangible.Therefore,this paper analyzes this phenomenon based on the "dependent autonomy" perspective,from the aspects of government and neighborhood committee.The analysis discovers that,promotion,incomplete transformation of government functions,and backward thinking of social environment,is the reasons why government sent task to the community.Meanwhile,the paper also discovers that,due to lack of personnel,economy and identification recourse,as well as the future expectation of transforming to Institution establishment,the neighborhood committee has to depend on the government.However,this "dependent autonomy" is not sustainable.With the deepening of social reform,community committees will return to autonomy,which requires the government to deepen reform,to accelerate the transformation of government functions,to clarify the government and the community in terms of the boundary of standardized community affairs.At the same time,the government needs to promote community autonomy,start from the community self election,gives autonomous space to neighborhood committee,so that community residents can change from the passive managers to active participants,which improves community identity. |
