Neighborhood Committee In Danwei Community Governance:role And Behavior Logic

In a period of time after the founding of new China,the grass-roots society of our country has implemented the management mode based on Danwei system,and Danwei community is the system product of this period.With the development of market economy and the reform of social management system,the concept of grass-roots governance has changed from management to governance,and community has become the main component of grass-roots society.In this background of social development,neighborhood committees,as the main body of community governance,are receiving more and more attention.Around the community governance,there are new and old collisions in the Danwei community.On the one hand,the elimination of the Danwei system has not completely disappeared its influence in the community;on the other hand,the community under the leadership of the neighborhood committee is gradually moving towards the direction of modern governance.The transformation of community shows the characteristics of long-term and complexity,which affects the role orientation and behavior choice of neighborhood committee in community governance.This study adopts case study method,taking Danwei community neighborhood committee as the research object,taking "daily life" as the analysis angle of view,combining "top-down" and "bottom-up" two angles to discuss the role and behavior choice of neighborhood committee in Danwei community governance field.In the process of specific discussion,with the help of Bourdieu's field theory,the paper analyzes the role and behavior of neighborhood committee by using the concepts of field,capital,habits and so on.In the specific Danwei community governance,from the top-down perspective,the neighborhood committee,as the agent of the grass-roots government,takes the place of the Danwei to lead the community governance.In the governance process,it often adopts the behavior of "selective coping" to respond to the work tasks assigned by the superior government.From the bottom-up perspective,the neighborhood committee also continues the Danwei 's behavior in the community management in the Danwei system era For the path,acting as the spokesperson of the community,seeking interests for the community.On the basis of experience and facts,from the perspective of daily life,the role orientation and behavior choice ofthe neighborhood committee in the Danwei community are logically influenced by two forces: top-down and bottom-up.Community governance brings these two forces together in the community field,which affects the role and behavior of neighborhood committee.On the one hand,the neighborhood committee relies on the political capital of the government and the power capital of the Danwei,which causes its own cognitive deviation and embarks on the administrative governance path.On the other hand,due to the limited capital status of the community itself,under the digestion effect of the Danwei system on community participation,it is difficult for community forces to promote the development of community governance from the bottom up,and the development of community autonomy is limited.Finally,it is impossible to realize the joint governance of multiple subjects in the Danwei community.Based on the analysis of the above content,in the end,it discusses the future development of neighborhood committee and Danwei community.
