Currently,under double restrictions,protecting arable land and constraining growing construction land indicator,intensify stocking land have become a necessity in fulfilling urban economic development.Starting from 2007,"Three Old" renewal policy is an important part of intensifying national stocking land.Besides,how local government,the main executive role in "Three Old" renewal policy,fulfills its function will affect the accomplishment of "Three Old" renewal policy.Above this,this research is question oriented mainly.Also,the research explores and analyzes the topic by combining standard research and evidence-based research.First of all,the research set public selection theory,new public management theory and local developing government theory as a fundamental principle and clarify the position of local government theoretical function in "Three Old" renewal policy.Then,the research takes Chancheng district,in Foshan city,as a typical example in "Three Old" renewal policy.By analyzing relevant policy,business process and individual case,situations like misalignment,position vacancy and overstep are discovered in local government.And this research has further study on the cause.After the study,the research comes into a conclusion that the nature of "Three Old" policy is purely for profits and local government has a clear "profits follower" trace.Furthermore,"Three Old" renewal policy should improve relevant assessment mechanism and public participation mechanism.Finally,this research provide three solutions,performing economic function reasonable,improving management function and intensifying service function,for local government to better perform its function in "Three Old" renewal policy.
