The Dilemma And Solutions Of Police Station In Community Security Governance

The Eighteenth National Congress of the Communist Party of China came up with some blueprints: deepening the security construction,improving crime prevention and control system,intensifying judicial basic guarantee,preventing and punishing illegal and criminal activities according to the law,ensuring the security of people's life and property.To reach these goals,basic level political-legal organs,during the establishment of community security,have to persist on following social public opinion and satisfying to public needs,analyzing overall the results and challenges of public security maintaining that current community is facing.By means of scientific disposition,reasonable circulation,efficient utilization of all kinds prevention and control resources,they do their best to offer long-term guarantee for community's security construction.As the first line of maintaining stability,first platform of serving the public,basic of solidifying regime,community police service,established from the early 21 th century in Ningbo,is getting more and more attention from all levels of party committees and governments and becoming also a considerable policing strategy of deepening security construction.During more than ten years,our city keeps bringing out new ideas,accumulating more experiences.Along with further development of community policing strategy,it has become important content of social basic governance at present.This article is trying to put police station's community policing strategy under theoretical frame of community governance and mark some patterns in community policing practices of Ningbo as well as some common problems.It brushes up concrete analysis,then,it offers some plausible responding measures and suggestions.In the first part,the author defined the of community security governance,and analyzed the necessary conditions for the implementation of community security governance.Through the introduction of the main function of police substation in our country at the present stage and foreign policing revolution such as Britain,Germany and USA,The origin and necessity of community policing strategy of China was clarified.It's deemed as main method for police station to carry out community policing strategy.In the second part,the author focused on the necessity and feasibility concerning community policing strategy by proceeding with the aspects of policy,society,marketing environment and internal police reform of public security.Then it summed up the dilemma existed in Ningbo's police station in the practice of security governance for the last ten years and analyzed the reasons for these prominent problems by using the governance theories.Finally,taking the strengthening of public participation in the community security governance as the path,the author put forward the main countermeasures for improving the current community security governance in terms of government,society,enterprise and citizen.
