A Study On Routines Of Ningbo Municipal Business Association To Transfer Government Functions

The Third Plenary Session of the 18 th CPC Central Committee proposed to the policy "correctly handle the government and social relations,speed up the implementation of the separation of political and social","items which are suitable to provide public services and solutions can be undertaken by social organizations." In this context,the eastern provinces and cities across the country took the lead in setting up pilots to transfer government functions.To speed up the transfer of government functions is the core of the current administrative management system reform.The research institute will carry out the transfer of government functions and put forward specific suggestions to meet the current reality.It will guide the local business associations to carry out the transfer of government functions smoothly in order to exert their effective function in social governance,which is of great significance in practice.This paper chooses six commercial enterprises(associations)samples as pilots to transfer government function,including Ninghai County Chamber of Commerce Enterprise Service Center,Yuyao Private Economic Development Service Center,Zhenhai District Camel Street Chamber of Commerce,Yuyao Fur City Chamber of Commerce,Ningbo Furniture Chamber of Commerce,Zhenhai District Fastener Association,it also deals with the in-depth investigation to master firsthand information.Among the six samples,four categories are divided such as sub-county chamber of commerce,township chamber of commerce,regional chamber of commerce,industry association,The pilot combines with their own actual situations to explore their respective ways to transfer functions of the government.According to the analysis of the basic situations,the associations have become the direct and indirect subject of the transfer of government functions in practice,either actively or reversedly in practice,displying a better effect.But the survey found that the concept of active transfer of government has not yet been formed,the capacity of associations to undertake government functions still need to be enhanced,the relevant systems have not been established.This paper,combined with the valuable practice in develepoed areas such as Wenzhou,Zhejiang and Guangdong Shunde,extracts some relevant experience.Finally,the author puts forward some suggestions on how to promote the transfer of government functions from the aspects of transfer concept,the ability to undertake,the steps of transfer and long-term mechanism construction.
