On The Transfer Of Functions From Government To Industry And Business Associations

With the deepening of the economic system reform, reform of the administrative system has become more and more urgent, and promoting the transfer of government’s functions becomes an important point and breakthrough of deepening reform. Transferring functions to industry and business associations becomes inevitable requirement for the administrative system reform, and it’s also an important way to broaden the developing space of industry and business associations."Transfer of government functions," the general sense can be divided into two cases, namely the functions of "return" and "entrusted". which can be distinguished from the content and way of transfer. According to the theory of governance and the theory of public goods, the article selects two practices as the main cases. Wenzhou’s case and Tiantai’s case individually appear different structures and features.Based on these, the practice of contemporary government functions transferred to the Industry and Business Association needs to be distinguished from different situations and structures of transfer in order to meet the requirements and avoid its shortcomings effectively. In addition, in order to push forward the process of transferring function from government to industry and business associations, clearly defining functions, creating innovative ways of transfer, building long-term mechanisms and building an new cooperative relationship are necessary.
