The system of junior leading cadres withdrawal can be said to be the important content of the personnel management of government departments and the reform of the administrative system,grassroots cadres from the county township government purpose is to form a virtuous circle of leading cadres which is the good eliminating the bad and the new supersedes the old.The junior leading cadres not only serve the local people directly,and has been in the forefront of carring out national policy implementation.So,dealing with the problem of junior leading cadres withdrawal,can expedite exit of leading cadres at the grassroots level team,can enhance the sense of responsibility,can promote the metabolize of junior leading cadres and can improve quality of government cadres.Than improve administrative efficiency and the quality of public service.Following the Chinese economic reform,China has carried out several administrative system reform and government streamlining activities.The "civil law",which had been carried out in January 1,2006,to guarantee the retirement,resignation,dismissal system with the force of the state security,at present,it has achieved some success.However,the junior leading cadres withdrawal exit still faces many problems,some county the township government departments still exit atmosphere is not formed,the cadres exit arrangement,exit system reached an impasse in the implementation,responsibility is not in place and other embarrassing problems,and even some leading cadres at the special relationship before exit to power rent-seeking,these problems can not be ignored on the resistance construction service and rule of law government.Based on this,how to effectively solve the problem of the withdrawal of the leading cadres at the grassroots level has become a difficult problem for the current academic circles and the government.In this paper,the junior leading cadres as the research object,based on the existing literature,using the Politics,the Science of Public Management and the Leadership Science and other relevant theoretical knowledge,thinking independent and analysing deeply the of problem of withdrawal of junior leading cadres in our country.This paper mainly includes five parts: the first part is the introduction,mainly on the research background,research significance,research status,research ideas,research methods and innovations are described in detail.The basic content of the second part focuses on the related concepts,the grassroots cadres from the theoretical basis,the basis of exit,the manne of rexit and the achievements of system of junior leading cadres withdrawal since the Chinese economic reform.The third part for the A County grassroots cadres and ordinary civil servants exit channels and exit reasons were analyzed,and then the authorsummarizes the current leading cadres at the grassroots level in our country from the existing gaps and inherent reasons.The fourth part is mainly in many literature support,a brief summary of typical countries and regions(the United States,Britain,South Korea and Hongkong)experience in personnel management of government officials and some enlightenment to our country.The fourth part for the A County grassroots cadres and ordinary civil servants exit channels and exit reasons were analyzed,and then the author summarizes the current leading cadres at the grassroots level in our country from the existing gaps and inherent reasons.The fifth part is mainly based on the specific circumstances of the township cities and counties in China,and puts forward some concrete suggestions and solutions,so as to provide some reference materials for the county and township cadres of personnel management work of grass-roots government and Party committees.In addition,the conclusion summarizes the main points of this paper,the difficulties encountered in the research process and the focus of future research.
