Since the 18 th National Congress of the Communist Party of China(CPC)has adopted the central collective leadership of the General Secretary as the general secretary,he made a major conclusion that China's economic development has entered a new normal stage.Under the new normal state,the economic growth rate,the development mode,the development momentum,the structural adjustment and so on are undergoing profound and structural changes,and will lead the profound changes in various fields.In such a critical period of great transformation,public institutions' institutional work is faced with unprecedented opportunities and challenges.China is a single system,and the organization of public organizations is the party's ruling resources where the "unified leadership,graded responsibility" management model is implemented and the relationship between the central and local governments are mutually dependent.In the new period,the institutional management departments at all levels should establish a pragmatic and innovative style of work to adapt to the new normal;,the new normal service,help the new normal.The organization and management of the public organizations in the ethnic minority areas is an important part of the management and management of local institutions in China,especially in the southwest region,where there are many ethnic minorities,the economic and social development is lagging behind,so how to Speed up decentralization to meet the local economic and social development,to promote the harmony of all ethnic groups,and to rationally allocate the ruling resources to eliminate the ruling of man in the local administrative system is related to the party and the government's image and local reform and development of the overall situation.This essay is based on the experience of Q District in Chongqing and analyzes the current situation,problems and influencing factors of the establishment and management of public organizations in Q district on the basis of making full use of theoretical analysis and empirical research and drawing lessons from other advanced management experiences in the southwest minority areas.It also explores ways to solve the problem,puts forward the corresponding countermeasures,and strives for the Southwest minority areas of public organizations and institutions to provide a reference to the management of the sample.
