The Function And Limit Of The Online Political Participation Platform As A Intermediary For Political Communication

The Internet has become the basic technology of social system work facilities,in the field of political communication,providing a technical architecture for the interaction between government and citizen.Online political participation platform is set up under the circumstance of the Internet technology,the rise of civic consciousness,transformation of government functions.After nearly 10 years of development,it now has moved standard,orderly,and become a part of the political system.But there is few follow-up study for Online political participation platform.The present operation status of Online platform for political participation matters social stability,political communication and media‘s political role.so the study of Online political participation platform is the necessary and pressing.The research object of this article is the institutional Online political participation platform-Sunshine Chongqing Website.Sunshine Chongqing Website is the earliest and the largest Online political participation platform.It is also the official media for political communication between Chongqing citizens and the Government..The basic research unit of this paper is the information text produced by The Government and the citizens on the Online political participation platform.Difference from the current study of the Online political participation,which belongs to empirical and descriptive research,this study will adopt empirical research method,putting the information communication process in the political communication theory under the framework of Political Input-Output.Then sample the texts from Sunshine Chongqing Website and do the content analysis.Study found that as the medium of political communication,Online political participation platform set the function in the aspect of political input and output,utility function mainly concentrated in expanding form of citizen political participation and improving the efficiency of the government response.Online political participation platform also has certain limits :The breadth and depth of citizen's political participation need to be promoted or deepen,and citizen consciousness needs to be cultivated,and there still exits the logic of traditional government behind the government's high response.This paper Intends to describe a kind of intermediary for political communication,analysing the content transmissing through the channel,and explaining the role and impact of channel in the aspect of political communication: citizens and Government,actions and policies.The above content aims to reveal gap between the ideal channel and the reality,and explain the reason for the gap.
