Analysis On Construction Of Public Confidence For China's Public Security Organ's Law Enforcement

Public security organ is a government agency which takes responsibilities for public security maintenance and service in China.It mainly works on administrative law implement and criminal justice enforcement.Also it takes responsibilities for the ruling position consolidation of the Communist Party,the long-run national stability,the people's peaceful life and joy,economic and social development,among which the social stability maintenance is the major task in political and social work.As a government body,public security organ represents the government,so it has to show its public credibility in implementing the law of public security,which can reflect its public confidence and trust as a public security organ,.Public credibility of law implementation means that public security organ would set up a social and public credit in exercising statutory powers and maintaining criminal justice.In this process,when public security organ uses public power for law enforcement,its trust and identity plays an important role.The presence or absence of this trust can greatly affect the work of public security organ.it gives impacts on the development of economy and society,as well as the ruling foundation of Chinese Communist Party.Unlike other government bodies,public security organ encounters certain contradictions in daily work,since it has to fulfill various duties of prohibition and penalties.Therefore public security organ inevitably deals with contradictions in social relations,which calls for public attention.As the government functions keep changing,credibility in law enforcement which used to be strong has been greatly challenged.The wake-up of credibility is becoming apparent.Especially in recent years,frequent occurrence of police adverse incidents led to the credibility crisis in law enforcement.For now,the evaluation of people's attitudes towards public credibility in enforcing the law reflects,overall satisfaction and a certain degree of trust.China is getting through critical period of social transition encountering a series problems concerning special privilege' mentality,unjust law enforcement behavior of public security organs,over-commitment and service,lack of clarity of public power and generalization of non-police activities,comprehensive law enforcement,the low quality of the Public Security Police Association,management in disorder,and the decline of the credibility of the public security organ.This paper discusses the definition,features and current status of public credibility of law enforcement.Also it studies factors that most affect the credibility of law enforcement in order to meet the new needs of the public service.According to theories of new public management and crisis management,six aspects of building credibility by China's public security organs while enforcing the law,such as strengthening law enforcement capacity of the public security police,clearing law enforcement and re-engineering policing process,standardizing working procedures,and improving law enforcement supervision system and managing the Police Association team,will be deeply discussed and.analyzed.
