Rural human resources is the main body to construct new socialist village,thus it is highly concerned by government at all levels as well as by all walks of life that how to improve the implementation efficiency of rural human resources training policy so as to show its body advantages thoroughly.Chongqing adheres to the policy of "base on practice,direct on instruction,develop personality ",considering demands as guidance,it develops and implements a series of rural human resources training policy,which undertakes well on national policy.Although the local government of Chongqing has already placed great emphasis on rural human resources training policy,there are still many problems during policy setting and implementation,such as unreasonable policy,difference of target groups,unqualified executive personnel and lack of supervision.How to effectively solve above problems will not only help implement that policy,but also promote government credibility and social economy development.In the perspective of public policy with methods such as questionnaire investigation and literature analysis,the paper analyzes the existing problems in policy implementation of rural human resources training in Chongqing,parses the cause of those problems,then demonstrates the factors on problems by empirical research method,finally puts forward improving strategy based on the results by theoretical and empirical analysis.The study provides guidance for policy execution of the rural human resources training in Chongqing,at the same time,provides references for relevant departments of Chongqing to implement policy of rural human resources development.The paper has total seven chapters with four parts including introduction,theoretical study,empirical analysis and countermeasure.Chapter 1 is introduction which introduces the research background and significance,reviews current research status at home and abroad,defines research methods and study thought and puts forward research content and innovation.Chapter 2 istheoretical study whose key definitions,learnt theories and feasibility of reference model,provide theoretical basis and logical starting point for following research.Chapter 3 to chapter 5 is empirical research part.Chapter 3 is policy making and implementation,where Chongqing rural human resources education training policy are done up so as to highlight the key points at different stage of policy implementation.Chapter 4,problems and causes analysis,parses deeply the immanent causes based on the survey questionnaire.Chapter 5 is empirical analysis which refers to the factors listed by policy implementation composite model,the problems that can be solved,regulating ability of policy itself and non-statutory variables beyond policy itself,and analyzes the factors that influence policy implementation of Chongqing rural human resources education training.Chapter 6,countermeasure part,puts forward specific countermeasures and suggestions on the basis of theoretical and empirical analysis results from above two chapters.Chapter 7 presents research conclusion and prospect.The main countermeasures and suggestions of the paper are:(1)for problem characteristics:integrate and develop various policy resources to improve the quality of rural human resources.(2)for policy itself,strictly control the quality of education policy to strengthen constructing execution culture and enhance the quality policy executive body.(3)for other factors,improve public participation system,tighten up policy propaganda and perfect accountability system.The paper is novel since it is based on policy implementation composite model,refers to practical cases of rural human resources training policy,is supported reference and questionnaire data,and provides countermeasures and suggestions to improve policy execution of Chongqing rural human resources education training.But the influence factors on policy implementation of Chongqing rural human resources training are not analyzed enough and recommendations to improve policy implementation are not discussed thoroughly,which is to be studied further in the future.
