A Research On Strengthening The Supervision And Restriction On Administrative Power

Administrative supervision plays an essential role in the political activities in China.It has a direct impact on the effectiveness of administrative organization and satisfaction of the people.However,there are some problems existing in the current administrative supervision system impede the comprehensively reforming.Since the Eighteenth National Congress of the Communist Party of China,the party changed its way of modernization management from previous neglect to pay great attention,concerned about the developing direction of the administrative supervision system as well.The third plenary of session of the 18 th Central Committee of the Communist also regards “strengthening the restriction and supervision system on power" as the major task of comprehensive reform.In this way,administrative supervision system of China has a profound significance and value to comprehensive deepening reform.Supervising administrative and state power will greatly affect and restrict them,which not only helps to work normally,but also run in the open to sever the people.The thesis does a research and analysis on the present situation of administrative supervision and restrictions in China,through literature research and empirical analysis,finds out that administrative supervision and restriction in China has made remarkable achievements,but many problems,too.The main problems show that supervision and restriction measures are not timely,channels are blocked,and program specification and the effects are not ideal enough.All in all,the leading cause is the imperfection of relevant laws and regulations,and unsoundness of the administrative supervision.Based on the existing problems of administrative supervision and restriction in China,the author carries on a thorough research and discussion to find out the reasons and puts forward opinions and suggestions,which are the mainly following three aspects: Firstly,improving the people's congress and people's overall quality and strengthening the supervision and restriction of National People's Congress and the people to the administrative power;Secondly,perfecting our laws and regulations and strengthening the supervision and restriction of them to administrative power;Finally,increasing the publicity of government affairs and strengthening the public opinion and media supervision and restriction on administrative power.
