Jinjiang City Government Purchase Of Public Services Research

Public service reform is a global problem,innovation of public service has become the core content of modern state government reform.Domestic many local governments have been or are in a different way to carry out the reform of public service,Hong Kong,sichuan,shandong,guangdong and other provinces and cities have the courage to reform,the reform of public service idea and mode of accumulated certain experience,is worth us using for reference ?Taking Civil Affairs Bureau of Jinjiang City as an example,with its purchase of social work services,comprehensive service center set up LanFeng community family,services in the community elderly women and children family,for example,by using the new public service theory,polycentric governance theory,using literature research,survey research and case analysis method,this article explores the introduction of social organizations to participate in social management,to improve public service quality and efficiency of behavior,which hopes to improve government purchase of public services related theory,and the Jinjiang government and other local government purchasing public service government behavior pattern selection and optimization of government behavior to provide some reference.Combining the successful experience of domestic and overseas government purchase of public services,and the specific conditions of the perchase of public services for Lanfeng community family comprehensive service center from the Civil Affairs Bureau of Jinjiang City,this article puts forward suggestions,that Jinjiang municipal government purchase of public services should focus on establishing the concept of service-oriented government,provide a mechanism to build the competitive public service diversification,perfecting the government purchase of public services supporting policies firstly,in promoting the development of social organizations,the establishment of diversified supervision mechanism optimization.
