The Research On Jinjiang City's Government Functions For The Supporting SMEs

As an important part of regional economy and the main support for economic development,small and medium-sized enterprises have an important driving force for the growth of regional national economy and play an important role in alleviating the pressure of social labor force employment,promoting enterprise reform and innovation,promoting the optimization of economic structure and maintaining social stability.In the new normal of economic development,the health of small and medium-sized enterprises is dependent on the support of countries and governments at all levels.Therefore,it is important to discuss how the local government is supporting the development of small and medium-sized enterprises in the development of the small and medium-sized enterprises which is very important to the government.This paper takes the government function of Jinjiang city to support the development of small and medium-sized enterprises as the research object,and takes the market failure theory,government function theory,service-oriented government theory as the theoretical support.By sorting out the relevant theoretical research of government support in the development of small and medium-sized enterprises at home and abroad,this paper introduces the development process of small and medium-sized enterprises in Jinjiang city,and then analyzes the government's support policy in the development of small and medium-sized enterprises in Jinjiang city to provide public products and services for small and medium-sized enterprises,and the market supervision function of small and medium-sized enterprises.However,due to the backward management mode of government departments,weak sense of responsibility of department heads,loopholes in the financing system and poor ability to promote industrial technological innovation and other reasons,relevant government support policies are missing,the social service system is not perfect,financing difficulties and weak innovation efforts of small and medium-sized enterprises and other problems.At the same time,by referring to the experience of local government in supporting the development of small and medium-sized enterprises,this paper puts forward countermeasures and Suggestions for improving the government function of small and medium-sized enterprises in Jinjiang city.In view of that development of small and medium enterprise in Jinjiang city,the author believes that it is necessary to transform the function of the government to carry out attitude,improve and implement the construction of laws and regulations,improve the financial system reform and the pluralistic financing channel,optimize the social service system,increase the spirit of innovation and support,so as to promote the healthy and sustainable development of the small and medium-sized enterprises in Jinjiang.
