Analysis Of G City L District Public Culture Supply From The Perspective Of Multi-governance

In the era of globalization,culture is the internal driving force of national cohesion and creativity,and it has become a factor of growing significance in the competition in overall national strength.To study and discuss the construction of public cultural service is an important measure to achieve the goal of becoming a socialist cultural power.In January 14,2015,the office of the CPC Central Committee and the State Council issued the "Opinions on accelerating the construction of modern public cultural service system",July 4,2015,the general office of the CPC Guangdong Provincial Committee,Guangdong Provincial People's Government Office issued the "Opinions on accelerating the construction of modern public cultural service system",proposes to improve the system of public cultural services,gradually formed a pattern of the construction of public cultural service system in which government,market and society are all involved,so that the people's basic cultural rights and interests can be better protected,and the equalization of basic public cultural services can be steadily improved.This paper studies and discusses the construction of public cultural service system,which is considered to be an effective measure to solve social conflicts.Once the the problems of the grass-roots are solved,the problems of the society will be solved consequently.Therefore the research on the basic public cultural service is endowed with epoch significance.Based on the literature review of the connotation of public cultural services,the supply of public cultural services and performance evaluation,this paper summarizes the research results and enlightenment of domestic and foreign public cultural services.Based on the theory of public cultural services and governance,supply channels,this paper firstly introduced development of public cultural services of L District of G City,and then analyze the implementation mechanism of public cultural services from three aspects of government,market and society,and finally puts forward relevant countermeasures for the problems at the grassroots level of public cultural services.The research shows that the public cultural services provided by the government alone can not meet the needs of social development and meet the needs of the people.The current market is relatively mature in China,and the society has rich cultural resources,the government should focus on providing basic public cultural services,let the market and the community participate in public cultural services,and promote the transformation of public cultural service supply from the government led model to the multi cooperation model.At the same time,the government should be responsible for policy guidance,support and supervision of enterprise and social organization,fully mobilize social forces to participate in the supply of public cultural services,so as to form the multi governance mechanism of efficient and stable.
