With China’s economic society entering into a "new era",the main social contradictions in China have been transformed into the contradiction between the people’s growing needs for a better life and the unbalanced and inadequate development,while the "unbalanced and inadequate development" of the economy has always been fundamental.The development of the economy depends on the continuous improvement of the socialist market economy system,which requires that the decisive role of the market in the allocation of resources should be given full play,and the role of the government should also be better played.However,in the face of the great changes in the market environment in the new era,the traditional economic development mode of local government,which emphasizes "grasping projects",is difficult to adapt to the needs of the new era.This requires local governments to change their functions and realize the function transformation from "grasping projects" to "creating environment".Because local governments gradually realize that the advantages and disadvantages of "business environment" directly determine the development of local economy,and "business environment" has become a hot spot of governments at all levels and a new field of regional competition.Based on the theory of "interactive governance" and the practice of business environment governance in H City,this paper attempts to analyze the interaction and cooperation mechanism among government,market and society in business environment governance,in order to provide reference for optimizing business environment in China.The text structure of this paper is as follows:The first chapter is the introduction.This chapter explains the origin and significance of the research,and at the same time reviews the relevant literature,and summarizes the research content of this paper.At the same time,this chapter also explains the writing ideas,main frame,research methods and possible innovations.In addition,some important concepts of this paper are defined,and the basic situation of the research case City h is also introduced.The second chapter mainly reviews and summarizes the exploration process and practical difficulties of state-owned business environmental governance.First of all,by reviewing the basic background and brief course of the transformation of H city and China from "investment attraction" to "environment creation" and from "focusing on economy" to "focusing on service",the author believes that the practical exploration of local government’s business environment governance in China has experienced four stages:trial exploration stage,acceleration promotion stage,reflection adjustment stage and comprehensive deepening stage.Secondly,based on the questionnaire survey and interview data of H city’s business environmental governance satisfaction,this chapter analyzes the results of the survey in depth,and extracts the problems and challenges faced by H city’s business environmental governance on this basis.Finally,this chapter believes that the timing of H city’s business environment governance mechanism innovation is very important.The determination of the new strategic position of Guangxi Dongrong first demonstration zone has brought the development opportunity of"changing lanes and overtaking cars" to H City,which has never been seen in a century,and has created unique conditions for the large governance pattern of H city’s business environment.The third chapter,through the expression of H city’s business environment governance practice,explains the specific situation of the operation of administrative mechanism and market mechanism in business environment governance.It not only clarifies H city government’s governance concept of "operating city" that respects the law of market economy and optimizes business environment vigorously,but also reveals the mechanism of complementary embeddedness of administrative mechanism and market mechanism.First of all,based on the practice of H city’s business environment governance in recent years,this paper analyzes the specific background of H city’s strengthening the political foundation from two aspects of organizational security and political mobilization to promote the mutual embeddedness of administrative mechanism and market mechanism.Secondly,from the perspective of political absorption,this chapter discusses how the administrative mechanism of H city realizes the administrative embeddedness of market mechanism through the mechanism of political status promotion and political socialization in the process of business environment governance.At the same time,this chapter also elaborates how the market mechanism embeds the administrative mechanism through the cross regional capital flow mechanism and trial and error evolution mechanism.Finally,this chapter takes the establishment of government guidance fund and the exploration of "double enclaves" economic model of H city as a specific case,and deeply describes the mechanism of the mutual embeddedness of administrative mechanism and market mechanism in H city’s business environment governance.The fourth chapter,from the perspective of the relationship between the state and the society,generalizes the relationship between the government and the society in the business environment governance as the complementary embedded relationship of"collaborative co governance",and on this basis,clarifies the mechanism and logic of the mutual embeddedness of "administrative mechanism" and "community mechanism" in the business environment governance.First of all,based on the empirical materials of H city research,this chapter analyzes the background and external conditions of the benign complementary embeddedness of administrative and social forces in H city’s business environment governance.Then,it expounds the logic and way of embedding administrative mechanism into community mechanism and community mechanism into administrative mechanism.Through the analysis,the author believes that in the governance of business environment,the administrative mechanism embedded in the community mechanism is mainly based on the logic of the transformation of government functions and the institutionalization and legalization of government control over social organizations.This logic also explains the reason why the number of social organizations in China has increased year by year in recent years,and the quality of social organizations is also constantly improving.The embedded administrative mechanism of community mechanism is mainly based on the logic of resource dependence and the need of seeking identity legalization,and the main embedded mechanisms include relationship embedding mechanism and function embedding mechanism.Finally,this chapter analyzes the establishment and operation of H city’s entrusted investment platform"resident Bay Office" in combination with the governance practice of H city’s business environment.Through the analysis of specific cases,the mechanism of complementary embeddedness of local governments and social organizations has been explained more clearly.In the fifth chapter,from the perspective of "symbiotic relationship" between market and society,the complementary embeddedness of market mechanism and social mechanism in business environment governance is analyzed theoretically and practically.Through the analysis,the author believes that in the relationship among government,market and society,if we only reshape the relationship between government and market,or just focus on the relationship between government and society,and ignore the reconstruction of the relationship between market and society,the transmission subsystem in the middle of the national governance system structure is also incomplete.With China entering a new era of socialism with Chinese characteristics,the market has been given a decisive position in the allocation of resources,and the research on the reconstruction of the relationship between market and society has more practical significance.First of all,this chapter analyzes the background and conditions of mutual embeddedness of market and society in business environment governance.By combing the existing research on market and society,the author believes that the mutual embeddedness of market and society is inevitable both in theory and in reality.Secondly,this chapter discusses the logic and way of embedding community mechanism into market mechanism.In my opinion,as the most effective mechanism of resource allocation,market mechanism mainly realizes the optimal combination of market resources through free choice and fair competition.However,in order to avoid the occurrence of "contract failure" due to information asymmetry or unequal status in market exchange relations,it is necessary to embed community mechanism into market mechanism,which is usually embedded through its relational contract mechanism.Thirdly,this chapter also discusses the embedding logic and path of market mechanism to community mechanism.The author believes that although the market is a component of society,it will also be embedded in the community mechanism in a unique way.The way of embedding is through its selection and competition mechanism.Finally,this chapter also describes the operation mechanism of market mechanism and community mechanism in practice.In the sixth chapter,based on the previous case analysis,the author puts forward innovative ideas and prospects for the environmental governance of state-owned enterprises.This chapter believes that H city’s experience shows that if business environment governance is to move towards "good governance",it is necessary to take an interactive governance road of government,market and social interaction and cooperation.First of all,through the theoretical analysis of the three core concepts of"governance","interactive governance" and "business environment",this chapter believes that the three concepts have a high degree of agreement in theory,and business environment governance is bound to move towards interactive governance mode.Secondly,this chapter also summarizes several innovative approaches to business environment governance,including clarifying the main responsibility of the government,strengthening the awareness of the government,market and social actors to optimize the business environment;establishing a multiple interactive and cooperative mechanism among the government,market and society,paying attention to the long-term and sustainable business environment governance;promoting the construction of governance system,deepening the reform of "deregulation services",and ensuring that The interaction among government,market and society should be carried out in a sound institutional framework,which is the key to the effective development of the interactive governance mechanism,as well as an important institutional guarantee to ensure the new type of "pro" and "Qing" relationship between government and business.The mechanism of business environment evaluation also needs to be rationally designed based on China’s national conditions,which should adhere to the principle of "people-centered" and "make people satisfied" "As the fundamental standard to judge the quality of business environment management,it always adheres to the public orientation of management evaluation.The seventh chapter is conclusion and discussion.On the one hand,this chapter summarizes and refines the main points of this paper,on the other hand,it reflects and reviews the shortcomings of this paper.On the surface,"business environment" has become the focus of local government’s daily political discourse instead of"attracting investment",and the construction of business environment in many cities has become the key work next to "targeted poverty alleviation".However,after investigation,the author found that although the "investment promotion" was intentionally or unintentionally submerged in the words of "business environment" by the local government,the author still vaguely felt that the pressure of local government investment promotion is still heavy,and investment promotion is still the key work content of local government.At the same time,to ensure the smooth interaction and cooperation of the government,market and society,in the context of China’s reality,we must first clarify the main responsibility of the government.No matter from history or reality,the position of the government in the main responsibility cannot be shaken,otherwise the interaction of the government,market and society may fall into a state of disorder and confusion,especially in some major projects related to the national economy and people’s livelihood,the position and role of the main responsibility of the government as the representative of the people’s interests should be highlighted.Finally,interactive governance emphasizes the interaction of government,market and society.The governance of business environment in the new era cannot be separated from the institutionalized and frequent interaction among government,market and society.As for what needs to be improved in this paper,the author thinks that the theoretical contribution,data collection and improvement,and research perspective need to be improved.
