This subject does some research on how to strengthen hazard identification, risk assessment and risk control, and how to avoid and reduce the accident, on the condition that railway construction enterprise builds and implements occupational health and safety management.This subject directly investigates 14 construction enterprises and more than 40 construction sites. The types of the projects involve railway, bridges, tunnel, municipal, road, industry and civil construction, airport runway, hydraulic tunnel and others. This paper deeply analyzes and assesses the occupational health and safety management actuality of the construction site, points out the main problems in the process of hazard identification, risk assessment and risk control, and also analyzes why these problems exist. This paper discusses in detail hazard identification, risk assessment and risk control that are suitable to railway construction project, and the proper methods that are applicable. Aiming at the present main problem, this paper puts forward the concrete measures of strengthening hazard identification, risk assessment and risk control. At last, the implementary effect of the measures is checked by supervision audit. The result of supervision audit show that the implementation of the material measures of different degrees, directs effectively the enterprises are engaged in railway construction to strengthen the hazard identification, risk assessment and control. We must put into effect and actualize the mended measures brought forward in this paper, identify continually and completely the hazard in the process of railway construction, assess the risk reasonably, establish and implement feasible risk control method, so that it could promote the continual control of risk.
