The on-the-job police training system is co-developed with the training practice of the onthe-job police.The establishment and improvement of the on-the-job police training system is conductive to the standardization and regularization of the on-the-job police training.At present,the situation of social security work faced by public security organs in our country is becoming more and more complicated.The police training system based on the traditional model has been unable to meet the requirement of grass-roots frontier police enforcement tasks.Therefore,the improvement and perfection of the on-the-job police training system becomes necessary for era.Based on the literature reviews and the theories of human resources and performance management,this paper begins with the relevant researches on police training both at home and abroad,points out the research significance of the current police training system and puts forward the research ideas and methods.It also reviews the related concepts,classification and characteristics of the police training system as well as the development history of the police training system in our country.According to the actual situation in China,some problems were concluded in the on-the-job police training including the lack of overall planning in the on-thejob police system,the less attention of grass-roots public security organs on the in-service police training,the indistinctively actual effects in the training,the less pertinence in the training areas,the belated update of training material and the lack of constraint mechanism in training.The reasons for the existence of those problems in the on-the-job police training were analyzed as follows: the first is the regulation system of the training is imperfect;the second is the imperfect of the organization and management in the training,the third is the mechanism of actual training is still needed to be improved,the fourth is the lack of various types of police posts standard,the fifth is the lack of practical training material system and the sixth is the assessment mechanism is not perfect.We also take the practice of police training in Inner Mongolia public security organs as an example to summarize the on-the-job police training system and clarify the focus of the reform of the training system in our country.Finally,some feasible paths were putting forward to improve and perfect the on-the-job police training system: the first is to start from the improvement of the on-the-job police training system,the second is to improve the implementation of training by using the rigid binding of the on-the-job police training system,the third is to follow the rules of law enforcement practice strictly and improve the police training subjects,the fourth is to promote the localization of the on-the-job police training,the fifth is to focus on adjusting the teaching mode and innovate teaching content and the sixth and the last is to insist on incentive and assessment in parallel.In conclusion,this paper systematically analyzes and reconsiders the existing system of on-the-job police training in China,clarifies the importance and necessity of the reform of the in-service police training system and puts forward a feasible way to improve and perfect the current training system by combining with the status of the in-service police training.
