Comparative Studies On Current International Anti-terrorism Intelligence Cooperation Mode

Since The Cold War,terrorism has gradually developed into a global concern,which causes enormous threats to security and stability of current international society.Globally united anti-terrorism and crack-downs have become the theme of international society and many countries.Therefore,many countries attach great important to anti-terrorism cooperation and constantly explore comprehensive and extensive cooperation methods.In anti-terrorism activities,the acquisition of intelligence and communication is undoubtedly extremely important,but difficult work.With the influences of the current Internet environment and data,terrorism tends to appear internetized,international and unstable etc.Therefore,many countries will put anti-terrorism intelligence on the agenda and give it heightened importance.This thesis mainly analyses the current situation of contemporary international antiterrorism intelligence through specific elaboration on the idea and characteristics etc.of anti-terrorism intelligence.Besides,it systematically elaborates on regional anti-terrorism cooperation methods,which include CIS(he Commonwealth of the Independent States)anti-terrorism intelligence cooperation,EU(European Union)anti-terrorism intelligence cooperation,ASEAN(the Association of Southeast Asian Nations)antiterrorism cooperation,Arab League anti-terrorism intelligence cooperation and SCO(Shanghai Cooperation Organization)anti-terrorism intelligence.At the same time,it also explores other anti-terrorism organizational cooperation,such as UN Anti-terrorism Committee,International Criminal Police Organization,member countries of World Bank's financial intelligence cooperation center.According to the specific characteristics,similarities and diversities of current intelligence cooperation methods,it proposes three similarities in current international anti-terrorism intelligence cooperation methods through comparative analysis: I ? institutionalization of cooperation regulations II ?systematization of anti-terrorism warning III ?sharing of anti-terrorism intelligence.On top of that,it elaborates on existing diversities: I?differences in goals of anti-terrorism intelligence cooperation;II ? differences in Intelligence Command System;III ?cognitive differences in different countries' intelligence cooperation.Moreover,it particularly points out that there are a considerable number of diversities existing in current international anti-terrorism intelligence cooperation regarding sources of anti-terrorism,Intelligence Command System,cooperation cognition and cooperation modes etc.It is also stated that anti-terrorism intelligence cooperation is more extensive and it is a result of strong needs of common interest.The last chapter mainly analyzes the current situation facing international anti-terrorism intelligence cooperation.According to our nation's current situation,it also analyzes problems and shortcomings existing in our country's antiterrorism intelligence cooperation and applies foreign anti-terrorism intelligence system and mode to cover the shortage of our country's intelligence work.Furthermore,through the two diagrams in this thesis,it clearly indicates process design of our country's antiterrorism warning system and intelligence sharing,with an attempt to establish a solid and comprehensive anti-terrorism intelligence warning and sharing system.Besides,it is to assure acquisition of prompt and accurate intelligence and improve availability of antiterrorism intelligence.Therefore,it will result in promoting anti-terrorism cooperation with other countries and intensely crushing terrorists,which will be beneficial to maintain world peace and stability.
