Study On The Development Of Law Enforcement And Security Cooperation Of China

China joined the Interpol in 1984,28 years later,China's public security work had entered a new period of internationalization,and now in 2017,we proposed the idea of the construction of law enforcement and security cooperation system with Chinese characteristics.China's law enforcement and security cooperation has experienced a great leap-forward development.This development process not only reflects the changes in the global security situation and the background of the times,but also reflects the evolution of China's national security concept and diplomatic strategy.In the new era,China has put forward new guiding principles such as the concept of global governance for common development and sharing,and the construction of a universal safe human destiny community,providing new ideas for the future development of law enforcement and security cooperation in China.The paper takes the development of law enforcement and security cooperation in China as the research topic,using the literature research method,historical research method and the interdisciplinary research method,the paper has combed the historical development of law enforcement and security cooperation with development status and constraints summarized and analyzed.Based on historical experience,attempts are made to grasp the inherent development law of law enforcement and security cooperation.And based on the above analysis,the concept of building a law enforcement and security cooperation system with Chinese characteristics under the global security governance paradigm is proposed.Starting from the perspective of planning,the paper tries to provide some theoretical and practical support for the development of China's law enforcement and security cooperation.The dissertation is divided into five parts.The first part elaborates the concept of law enforcement and security cooperation from the aspects of “security”,“enforcement” and “cooperation”,and conceptual analysis was carried out with discussion related to concepts such as international policing cooperation and international law enforcement cooperation..The second part introduced the theoretical basis of this article,and on this basis elaborated the relevant concepts guiding the development of law enforcement and security cooperation in China.The third part and the fourth part refer to the evolution of China's diplomatic strategy as a frame of reference,and review the development history and phase characteristics of China's law enforcement and security cooperation in longitudinal perspectives,analyzed the dynamic relationship between law enforcement and security cooperation and diplomatic strategy,then summarized the status quo and constraints of development,laying the foundation for the paper to study the future development of law enforcement and security cooperation.The fifth part lays the foundation for the integration of the national concept of overall security,the concept of global security governance,and the human security destiny community into law enforcement and security cooperation.The paper proposes a method that takes the country's overall security concept as guidance,deep participation in global security governance as method,universal security human destiny as the final goal to build a Law enforcement and security cooperation system with Chinese characteristics under the concept of global governance paradigm,the specifics of the establishment of the institutional mechanism,cooperation principles,and overall layout of the law enforcement and security cooperation system in China were elaborated.
