In 2000, GDP per capita in China is US$848, which means that the people haverealized a well-off living in general, and the three-stage strategy of socialismmodernization has covered its first two stages. Furthermore, in the Nov. of 2002, whenaddressing the 16th session of the central committee of CPC, President JIANG Ze-mindeclared that in the first two decades of the 21st century, a Comprehensive Well-off Society(CWS) will be founded to benefit all the Chinese people. Being a large rural country, boththe emphases and the difficulties of Chinese CWS building are lying in the rural areas.Therefore, formulating an indicator system to monitor the process of CWS building is animportant project This paper formulates such a system composing 20 indicators, taking theoverall well-off society indicators system as reference. However, due to the constraint ofdada gathering, only 13 indicators are used in the following analyses. According to thereport of the 16th session of the central committee of CPC and the other documents,consulting the international standards, it determines the target value of each indicator in thefirst place; meanwhile, as to some indicators that are exclusive in China, barely haveinternational counterparts, the target values have to be determined from the realities ofrural China by using statistical methods such as regression based on the relevant data from1985 to 2002. In weighing each indicator, it introduces the objective methods of Delphi,AHP and paired-indicator comparison theoretically, calculates the weights by theprojective methods of variance coefficients and entropy value, followed by acomprehensive evaluation on the rural CWS building, where an overall appraisal of thewhole county is conducted firstly, including the extent CWS has been built in rural China,time when a real rural CWS will be realized in China with the current speeds and the ratesof progress needed for each indicator to build a rural CWS by 2020. Subsequently, theextends of rural CWS building for all the 31 provincial regions are given with the methodof synthetic index, moreover, the statuses of rural CWS building in each region arecompared by using the methods of fuzzy integrative appraisal, factor analysis,comparative adjacency and eigenvector. After the conclusions of all five methods passednon-parametric tests, all the 31 regions are ranked. Additionally, for each region and eachindicator, rates of progress needed can also be found in this part, thus pose a countrywidecomparison amongst all the regions and a clear contrast of all the indicators within acertain region. In the last part, some proposals are given in order to accelerate the processof CWS building in rural China. The most important one is making the dramaticenhancement of farmers' income the central task of the whole economy.
