The terrorist attacks appear frequently recent years in Xinjiang autonomous region which greatly threaten the national and people's life and property.With the development of the city monitoring system and the improvement of the safety precautions in the city,terrorist have the tendency of transferring from city to villages and towns in remote areas,especially to the place with water resource.The traditional inch-by-inch searching methods can not satisfy the requirement of the current anti-terrorist because of its low efficiency and weak initiative.High resolution remote sensing satellite has the advantages of large coverage,high precision and surface information extraction.It can improve the space information comprehensive analysis and police cooperative engagement ability,transforming the traditional passive policing mode into active policing mode.Based on the research of earthquakes,landslides and other security situational model,this paper proposes the river areas security situational analysis model of the crutial river areas in Xinjiang.The security situation in the Tarim river basin in Mongolian autonomous prefecture is researched in this paper.The main research conclusion can be concluded as follows:1.Set up the indicator system of crutial water area security situation in Xinjiang autonomous region.Road,water,housing construction are listed as four first-level indicators based on site investigation and expert advice,each first-level indicators and refined into a number of second-level indicators.For example the vegetation were refined into vegetation Euclidean distance,vegetation area,vegetation coverage and vegetation species.2.Extract vegetation,roads,waters and housing information in the study area.The extraction precision is 89.6% of the county road,77.5% of the township road and 74.8% of the simple road.89.2% of the river area,98.6% of the land extraction and 86.9% of building extraction.3.A large number of experimental analyzes are done to find a suitable spatial analysis method for each second-level indicators used ArcGIS and each second-level indicator is normalized and assigned hierarchically.The spatial analysis grid size is chosen to be 8m x 8m.Analytic Hierarchy Process(AHP)is used to quantify each indicator in Xinjiang security situation model combining with actual police information.The grid unit space value and the weight of the index are weighted to obtain the quantization value of each grid analysis unit.4.Security Index(SI)is defined as the quantification value of each grid analysis unit.The SI is divided into five security levels according to the SI,which is normalized to [0,1] Using visual mapping technology to generate the regional security situation map,providing decisionmaking reference for the frontline anti-terrorism work in Xinjiang.A reasonable position isproposed for the future public security counterterrorism business to set the police bayonet,optimize the patrol control line as well as optimize the police configuration and dynamic changes according to the security situation map.The police configuration and other measures also would be improved according to the dynamic security situation.5.A software is developed to construct a crutial water security situation based on public security and anti-terrorism,making automatic evaluation and visualization for the security situation of the crutial water area.
