As an important part of the country's human resources,the performance of civil servants directly affect the implementation of policy decisions.Statistical department is the macroeconomic management department.The performance appraisal of statistical department is the need of statistical management,and also can enhance the enthusiasm of the civil service work,improve work efficiency,and promote the effective development of statistical work.With the continuous deepening of the concept of "service oriented government",the government pays more attention to the implementation and improvement of the civil service performance appraisal system.Currently,the country is actively studying the civil servants performance appraisal system reform,the city is also in combination with local practice,adopted from enterprises and foreign performance evaluation method,they try to provide more for the performance evaluation framework and reform ideas.Based on the realistic background,this paper selects the author's work unit of the Handan Bureau of Statistics as the research object,from the current situation of the performance appraisal work of the Handan Bureau of Statistics,diagnosed the existing problems of the current performance evaluation in the assessment of single subject,evaluation index is too coarse,the incentive effect is not obvious,and analysed of the reasons,combined with the work of civil servants,applying the related theories of performance management,in accordance with the scientific,reasonable and effective principle,reasonable reference and use of KPI,360-degree assessment,a set of perfect and targeted performance appraisal system are constructed.At the same time,the paper also puts forward the corresponding countermeasures and suggestions on how to use the results of performance evaluation to evaluate the civil servants' objective and fair evaluation,and to encourage them to improve their performance and to carry out their work.
