This article mainly around the 360-degree evaluation theory application in Shanghai municipal administration center for social insurance affairs for examination to carry out a series of research,and using the X district as the case,for instance 360-degree evaluation theory research.The main research methods adopted in this paper are literature,questionnaire and interview,through the literature method to collect data,understand the research background of the 360-degree evaluation method,the basic principle and its application in the civil servant's assessment is necessary.360-degree evaluation method,also called “360-degree feedback”or“full-circle appraisal ”.360-degree evaluation method is to point to by the employees themselves,boss,direct subordinates and colleagues and even customers a full range of various angles to understand personal:communication skills,leadership and ability,through this kind of ideal evaluation method,not only can be the evaluator from himself,superiors,subordinates,colleagues,and even multiple angle of successful customer feedback,also can from these different feedback clearly know my own shortcomings,strengths and development needs,make career development after more smoothly.As a new performance evaluation method,the 360-degree performance rating has achieved good results.Although the scope,objectives,organizational structure,organizational form and content,and modern management methods of government agencies vary,Government officials,it can still serve as a stone for other mountains.The performance appraisal of grassroots civil servants in China has many problems in the performance of government agencies to achieve the purpose of assessment.The 360-degree performance assessment opens up a community engagement channel to assess government officials' performance,improve 360-degree transparency,promote good interaction between domestic and national governments,and manage officials more effectively.Although these imported goods inevitably encounter difficulties in introducing Chinese government performance management,they have great practical significance.In view of China's national conditions,the document also contains some effective countermeasures.
