The Logic Of Civil Power Participating In Grassroots Management Of Fishery Resources

Fishery resources related to the survival and development of fishermen,the overall situation of sustainable development of fisheries.The fishery administrative department issued a series of resource management policy,but did not effectively mitigated the problem of resource decline.Grassroots governance is the political level of civil power to participate in more governance level,the practice of foreign fishery resources management shows that the participation of civil forces to enhance the efficiency of fishery resources plays a unique role in enhancing fishery resources governance performance.Under the background of improving the consciousness and ability of grassroots governance in the fishing area,it is of great theoretical value to deconstruct the essence and substance of the public affairs in the civil forces how to participate in the governance logic of fishing and how to participate in the management of the fishery resources.It is of great practical significance to realize the“good governance” of the fishery resources by grasping the path and logic of the grassroots forces participating in the grass roots management.The main contents of this paper include:(1)In the process of fishery resources management,the folk forces follow the logic path of which follow the “top-down ” and “ bottom-up”.This paper focuses on the “homing” of civil forces provides a “bottom-up” governance strategy for public participation in the management of public resources.It makes up for the “top-down”rigid management of fisheries management departments,which requires the help of civil forces “Flexible drive”.We should attach importance to the integration of private capital in the process of fishery resources management,and that need to draw energy from the area in social governance.Forming a joint force of fishery resources management and to achieve the goal of sustainable utilization of fishery resources.(2)In this paper,we construct an analytical framework of a “ Perspective Status,Theoretical Analysis,Empirical Research,Countermeasures ”,analysis the logic ofcivil forces to participate in fishery resources at the grassroots level.By using the qualitative analysis method to carry out field research,naming H fishing village in the western Guangdong as the breakthrough point.The results show that the fishery resources of grassroots governance showed different behavior characteristics of different subjects: free riding and the limited participation of small and medium-sized shipowners,new forms of cooperation with the government of the fishing village capable of active interverntion,production services weakening and customs menagement Fisheries Cooperation Organization,village autonomy and administrative control of the swing between fishery resources management departments.Stability and performance display logic.At the end of this paper,it puts forward the relevant countermeasures and suggestions on the participation of civil power in the grassroots management of fishery resources,in order to better stimulate the participation of grassroots forces in the management of fishery resources.And at the same time,the grassroots forces can show its governance capacity to promote the government's effective management of fishery resources and to propel fishery resource grassroots governance objectives.And finally to realize the sustainable development of fishery resources in China.
