A Study On The China’s Public Crisis Governance Mechanism In The View Of Risk Management

As the world today has gone into the risk society, various types of disasters occurs frequently, and changing dramatically environmental threats faced by the whole international is taking place, the risk management environment is increasingly complex. with the In-depth development of globalization to the field of economic, social, political, security and the environment,,the continuous improvement in Internet and other science and technology, there are increasingly closer relationships and interactions among countries and regions,and the international environment becomes more complicating. At home, along with the urbanization and modernization process of accelerating, China is in the key period of transformation of social economy faced with highlight various social problems, explosion of instability factors, increase in induced factors of crisis. The domestic and international environment, with much more uncertainty enhancement, increased risk factors and inducing factors, is becomes more complicated and changeful, which puts forward a more severe test and challenge to the risk management of China’s public crisis. This paper attempts to make risk management as the logic starting point of public crisis of governance, standing in the strategic height of governance,to build the mechanism of China’s public crisis risk governance from the basis of public governance structure system level to realized the transformation of from single government responsibility to the society Collaborative governance,from passive response to active prevention, from the emergency management attention to unexpected events to shift risk dynamic process, system management. With the deepening of globalization, economic integration process of the society, and the improvement of China’s market economy, in the reform and opening up has entered a crucial period of social and economic transformation, the Party Central Committee put forward the comprehensive construction of a well-off society and building a socialist harmonious society of the two great strategic goal of development. Therefore, study on the mechanism of China’s public crisis management of risk has important practical significance to study the government crisis management this research mainly from the insurance science, sociology, management science and other multi-disciplinary perspective, to explore the root causes of public crisis risk and pathogenesis. Integrating a variety of related theories cross disciplinary it tries to build the mechanism of public crisis risk governance that is dynamic, whole process, and full-ranged of. Using various research methods and basing on the reference of foreign public crisis risk management success experience, make analysis of the actual situation of our country had already, to put forward the overall train of thought and countermeasure suggestions for the public crisis risk governance in our country.This paper is divided into six parts to go on.The part of introduction explains the background and significance of this paper. collate and screen the effective information from the statistics and the relevant departments’ fact of literature that gathered from relevant departments,to proves that our country is in the period of high reality of public crisis. Analyses the problems of China’s public crisis management practice and domestic and international research on the status quo of public crisis management, and then draw the theoretical and practical significance, and outline the general framework of this paper. In order to facilitate the readers’ understanding the researches must clearly define the research object and related concepts. Especially in the research field of public crisis management of risk, many of concepts have not yet reached a consensus on the premise and controversial, it is especially necessary to study the related concept and definition. In the synthesis of the need of the basic research and the scholars’definitions it integrates the related concepts and the research objects.The first chapter is for the logic and the relationship between the theories of public crisis risk management mechanism. The crisis of risk society theory, governance theory related theory involved in this study. Combining with the analysis on the development path and the evolution path of the crisis, as evidenced from the theory and theory, set up the whole body, all risk, total factor, whole process of crisis management concept is the necessary condition to realize the effective governance of public crisis. Research on crisis or risk requires the theoretical integration of crisis management and risk society to put forward an integrated analytical framework.The second chapter is for the public crisis risk management system elements and construction of the premise that includes three sections. The first section is the premise of the construction of public crisis risk management mechanism, including the generation of risk and public crisis of reciprocal causation, risk and crisis of the synchronous gradual evolution, risk control and effective intervention. This section is proved theoretically that the construction of public crisis risk management mechanism is feasible. In The second section the crisis risk management mechanism is divided into four sub elements of the system, namely, identification and assessment, prevention and risk control, preparation and rehearsal,communication and communication. Based on the introduction of each sub elements and their functions, analyses the relationship of each elements in the whole risk management mechanism from the system and whole factors perspective. In the third section,from view of the dynamic management and the whole process of risk management the system is divided into four subsystems,the risk prevention and control subsystem,the emergency management subsystem, the recovery subsystem and the learning optimization subsystem. Discuses and explains each subsystem’s frame structure, materials and equipment and technology, then constructs the static risk governance framework with multi-level and multi-system,that each level is well connected and combined organically.Through setting the governance mechanism of haze as an example to analysis of public crisis risk management system the third chapter that includes three sections is the focus of this chapter. Its first section is the haze and public crisis management, which mainly analyses the relationship between haze and public crisis. Taking the haze of governance as the breakthrough point, analyses the relationship between risk governance and public crisis governance, and put forward the governance of public crisis should take risk management as its front-end part. The second section is the analysis of public crisis risk management mechanism that make static analysis of public crisis governance mechanisms including risk prevention mechanism, safeguard mechanism, integration mechanism and innovation. Through the summary, learning and innovation, establish innovative mechanism of risk management, and improve the mechanism of risk management constantly to enhance the capacity in the public crisis risk management from four aspects mentioned above.The fourth chapter is the analysis of the developed countries in public crisis risk management case.
