| More and more obvious trend of social aging and "inverted pyramid" type of family structure,so that the problem of aging has become increasingly prominent,become a social hot spot.How to support the elderly in the individual,family and government in front of a big problem.Especially in the 421(that is,the husband and wife two people to support a child,there are four elderly)model,the elderly life care,rehabilitation care,health care,spiritual and cultural needs of the increasingly prominent,increasingly serious pension problems.In the case of limited family pension,the integration of family,community and institutions to provide comprehensive pension service will become an effective way to solve the problem of old-age pension and the inevitable choice for future pension.Government as a regulator of public resources and social service managers,in the construction of a wide range of pension service system must play an important role.However,due to the large number of aging population in China,the rapid increase,and the lack of social pension service theory and practical experience of the accumulation,resulting in the Government to promote social old-age service in a leading role in the play,the introduction of limited social forces,facilities layout is not reasonable,System is not perfect and lack of supervision and restraint mechanisms and other issues.Based on the current situation of aging in Jiangbei District,this paper analyzes the performance of the government in the development of the old-age service and finds out the existing problems.Combining the new public service theory,governance theory and public product theory,The government should bear the responsibility of the specific content of the boundary and improve the recommendations of the hope that through in-depth study of the results obtained in response to the challenges of population aging and accelerate the construction of social pension system and improve the provision of new policy ideas. |
