Study On Government Responsibility Of Old-age Service In Xinhua District Of Pingdingshan

National Bureau of Statistics suggest: By the end of 2016,China's elderly population aged 65 years and above had reached 150 million,accounting for 10.8% of the total population.It is estimated that China's elderly population aged over 60 years old will reach 300 million by 2025,accounting for 21%;and the proportion of population aged over 65 years old will also reach 13.7%.Such a severe degree of population aging will inevitably bring challenges to our economy underdeveloped country in all aspects.The old-age service is the basic needs of the elderly in their daily life.In nowadays society,the family structure has been transformed from a traditional large family to a modern small family.As a result of the shrinking structure and population,the old-age service function of the family has been weakened.Facing the great pressure of old-age service and social burden,the government,as the main body of social service responsibility,must assume the important responsibility of solving the dilemma of old-age service development.This paper takes the government's responsibility fulfillment of the old-age service in Xinhua District of Pingdingshan City as the research topic,uses the method of literature research and empirical analysis,starts with the current situation of population aging and old-age service in Xinhua District of Pingdingshan City,defines the specific content of the government's responsibility in the old-age service by combining the new public service theory and public product theory,and analyzes the current situation of the government responsibility fulfillment in the old-age service of this district.In this way,it is found that Xinhua District has many problems such as weakened government leading ability,relatively lagging development planning,limited introduction of social forces,and low efficiency of resource utilization.The reasons of the above problems are unclear boundaries of government responsibility,weak construction of service teams,lagging development of operation mechanism and lack of effective supervision and management.In view of the above problems,this paper puts forward the countermeasures and suggestions to clarify the government's leading responsibility,formulate policies and regulations,improve the government operating mechanism,coordinate social forces,pay close attention to the construction of talent team,strengthen the service function,fulfill the government's supervision responsibility and standardize the pension service,in order to promoting the further benign,orderly and long-term development of pension service in Xinhua District,Pingdingshan City.
