Study On Beijing-Tianjin-Hebei Regional Governance And Trinity Mechanism Design

China's economy has entered a new social norm,showing from high-speed growth to the rapid growth,economic structural optimization and upgrading,from factor-driven,investment-driven to innovation-driven and other new features.The new normal has brought about the joint development of Beijing-Tianjin-Hebei both opportunities and challenges,and given the joint development New Mission.For a variety of issues and "chaos" of the joint development of Beijing-Tianjin-Hebei,especially the government activities more,enterprises and public participation not enough,The paper introduced the concept of regional governance and developed the theory,regarding as a species effective institutional arrangements.The core of regional governance is targeted as the main body of the whole society to participate in the governance of Beijing-Tianjin-Hebei,through market mechanism and government mechanism and social mechanism of the trinity mechanisms.The current of the coordinated development of Beijing-Tianjin-Hebei has important theoretical significance and practical value.Firstly,this paper discusses the regional governance theory on the basis of the research and development of the theory,analyzes the research progress of regional governance theory,and makes clear the research direction of this thesis.Secondly,expounding the elements,features,coordination mechanism,model and evolution of regional governance,this paper puts forward three propositions and note that it will form a interests community at the government level,form a economic community at the market players level and form a destiny community at the community people level in order to crack the constraints of Beijing-Tianjin-Hebei regional governance,eliminate the constraints of coordinated development of Beijing-Tianjin-Hebei Province,look for new impetus and achieve new goals.The paper forms a system of government mechanism,market mechanism and social mechanism,and forms a network system of regional government,regional market network system and regional social network system,for the realization of the Beijing-Tianjin-Hebei on the basis of the coordinated development of strategic thinking.Again,on the basis of in-depth understanding of regional governance,around the5 dimensions of effectiveness,fairness,participation,accountability and safety,29 indicators of regional governance this paper developes evaluation index system of regional governance.using the analytic hierarchy process and fuzzy evaluation model,this paper analyzes the results of regional governance from 2005 to 2013 in Beijing-Tianjin-Hebei district,the Yangtze River Delta and Pearl River Delta region,and the key factors affecting the level of regional governance performance are analyzed,and pointes out that the biggest bottleneck impact on coordinated development is lack of an effective system arrangement as far as possible to achieve the community said seeking,maximize the area of public interest,and to mobilize all social forces actively involved in cooperative development.Finally,the paper proposed coordinated development of Beijing-Tianjin-Hebei should stand in a frontier era height,from the three dimensions of the government,the market and the society to mobilize enthusiasm of all circles in the society,spare no efforts to participate in coordinated development.The focus is to build a multi-stakeholder city(district,county)joint meetings and form intergovernmental equal consultation mechanism;to accelerate the development of small and medium-sized enterprises and private capital and activate the vitality of the main players in the market;to pay attention to guilds,associations,union and NGO,NPO and give full play to the role of social power of supervision,coordination,service and supplement.
