Public service is the final product embodying the service function of government and the main joint point between the act of government and requirement of the public.As the main supplier of public service,the aim of government and other public sectors is meeting the public demand of society.It is the public product and service for all citizens which is common consumed and enjoyed.As the connect state of water transport and land transport,port is a kind of social public service owing important waterway and landway resources which has very important social and economic public property.Benefit from the economic development and constant construction of smart port,Ningbo-Zhoushan port has been the first top port in the world for seven years.Faced with the new development situation,construction of public service function of the smart port exists the problems of lacking top-level design,delayed reaction of local government and omission thinking of harbor and shipping system.Based on the basic theory of public management,this paper is to analyze and research the existing problems of public service by mainly adopting the public management theory and combing with the practical practice and related construction plan of Zhoushan Port in the development of Wisdom Harbor,and makes a concrete research and analysis on the problems of,So as to put forward the feasible methods of the construction of Wisdom Harbor public service,and come up with relevant proposals.Chapter one is the introduction,mainly research on the background and significance of the topic;followed by analysis of the status quo of the research and practice at home and abroad;and then describe the research route,including research ideas and methods.Finally,it illustrates the focus,difficulty and innovation of the study.Chapter two is the related concepts and theoretical overview.First,it is the definition of the Wisdom Harbor;followed by a representative of the analysis of the construction situation of Wisdom Harbor which is representative at home and abroad;and then it's the theory and literature review of the public service function;followed by a service-oriented government to explain the functions that public service should have;at last,it puts forward basic public service functions,active public service functions,secure public service functions and social public service functions that the Wisdom Harbor should have,.The third chapter is the construction situation of public service function in Zhoushan Port of Ningbo.Firstly,it is the basic introduction of Ningbo Zhoushan Port and then the basis of Zhoushan Port to build the Wisdom Harbor,including the preliminary work and overall planning.Finally,it involves the basic situation of the public service function of Zhoushan Port of Ningbo,mainly discussing the construction situation of the functions of public service of port operators and functional departments.Chapter four is the analysis of the problems of the public service function of the Wisdom Harbor of Zhaoshan Port in Ningbo,Mainly discussing relatively backwardness of the construction of the public service function of the Wisdom Hrbor.Secondly,it discusses the lag response of the local government on the construction of public service.At last,it is the reflection of the absence of public service function in the port and shipping system.Chapter five is the strategy and suggestion of the construction of the public service function of the Wisdom Harbor in Ningbo Zhoushan Port.First,it is the public policy making;the second is the investment of public resources;the third the integration of harbor and shipping logistics coordination;the fourth the integrating development of port trade(including finance and insurance);the fifth the realization of public goods sharing in port city;the sixth the related recommendations,including giving full play to the leading role of the provincial harbor committee,mobilizing the leading role of two cities of Ningbo and Zhoushan,playing a decisive role in the market,and mobilizing the participation of social forces.Chapter six is the conclusion and prospect of the research.
