Now it’s time to establish a theory which is reasonable, scientific and in line with national condition. As a result, service-oriented government came into being. The history is actually how this theory further developed and become the mainstream academic point in the field of public administration.The key point of service-oriented government is that we should find the core meaning of government and make service the legitimacy of government. We should stand beyond the traditional reform view of simply streamlining the organization and the government functions, decentralizing, improving the administrative efficiency and so on. The assessment criteria of government is not whether the financial savings, but rather whether the government can promote the continuous optimization of the supply of public services, whether the government can provide satisfactory services to the public. This administrative theory, in face, get rid of the traditional administrative theory dichotomy, it’s on a higher and newer position beyond the Binary Opposition of fair and efficiency. In one word, the theory points out the core principles of the existence of the government. Optimizing public services and building service-oriented government has become inevitable choose to translate government.However the construction of service-oriented government cannot be completed simply through slogan and value. Just as the proverb said, the future is bright, but the road is tortuous. To better and faster reach the aim, we should use kinds of working tools. This is the direct reflection that the government use new science, technology and new tools to supply public service. "Internet+ government services" means Smart Government.Under the background of reality, the research of smart government construction should not only be a popular new topic, but also be the one that deserves time and money, and serious altitude, both tin academic field and practice field. However, the social transformation and economic technological innovation have developed so fast in the era of Internet that we human beings cannot catch up with the pace of times. We have gained outstanding achievements to optimize the supply of public service in the process of the construction of smart government, but we cannot ignore the deficiencies. Smart government and smart city are not the pure prestige project or just the publicity slogan of government. The negative state caused by active construction would be the deadly element for the development of smart government and smart city. So it’s necessary for us to study how smart government can better supply public service.There are six parts of the paper. The first part is the introduction, which tells the story of choosing this topic, the background and significance, related research review, research ideas and methods. The second part is the emergence of smart government. It studies the concept connotation and characteristics, the subject and the object of study, and the historical origin of smart government. After this, I’ll explore the necessarily of the construction of smart government from the perspective of the functions of the government. The third part analyzes the core content of the reform of public service supply. The fourth part analysis the path of how smart government better optimizing the public service. There are three aspects. The fifth part is to explore the practice of the transformation of smart government. The last chapter explores the systematic reflection from the angle of crisis of smart government construction. No management form is perfect, not to mention practical level of innovation. But we should direct smart government toward a better direction, along with the law of development.This topic is relatively new and large. To clearly describe the problem, it’s necessary to read books on many other specific topics. As a result of the limitation of time, experience, and established the knowledge reserve, there must be many shortcomings. But as an exploratory research, it’s quite meaningful. The optimizing path on the support of public service, the smart development study practice to the transformation of public service, and the theoretical status of what smart government should be, may be helpful for the construction of public service’s smart transformation, besides, the reference for the optimization of public service supply.
