Public Service In Changsha City Under The Background Of Smart City Construction Problem Research

With the massive urbanization of China,the rural population has flooded into the city.The problems of traffic congestion and resource shortages caused by the struggling urbanization process have caused people and enterprises to suffer,and urban managers are also worried about the lag of public safety,public security,disaster prevention,medical education and other social public services.Through the construction of smart cities,the standardization,precision and intelligence level of urban construction and management can be improved,and the sharing of urban public resources in urban areas can be effectively promoted,and urban development transformation and upgrading can be promoted.This paper takes public service theory as the starting point,takes the smart city construction to promote the effective improvement of public service level,and takes Changsha as the research object,analyzes the status quo of public service development in smart city construction and the construction of public service system such as government.The transition is not complete,the development is not balanced,the funding gap is large,the public interest is weakened,the administrative staff's service consciousness is backward,and so on,and the causes of the dilemma are elaborated.Based on the experience of public service cases at home and abroad,this paper proposes an optimization approach for the future of public services in Changsha under the background of smart city construction.This includes defining the development philosophy of “Wisdom Changsha”,establishing and implementing the “people-oriented” ideological foundation,and turning this idea into action.It is necessary to improve the government's public service platform and expand the content of public services;it is necessary to clarify the public interest and establish the values of the people's interests above all else.At the same time,in the vision of smart cities,Changsha's public service construction needs to focus on the construction of multi-sector service entities,strengthen multi-sector linkage,strengthen the reform of public service technology,improve the construction of standardized system,and implement smart talent training to achieve rapid urbanization.In the process,people and the environment,people and cities,people and nature are highly integrated and coordinated at a higher stage of development.To sum up,I believe that in order to effectively improve the level of public service construction in Changsha,we must learn from relevant theories and experiences at home and abroad,gradually build and gradually improve,and analyze and explore effective solutions based on local conditions.Better connect the physical infrastructure,information infrastructure,social infrastructure and commercial infrastructure in the city,improve the relevant policy support system and the supervision system of administrative personnel,so that the various fields and subsystems in the city The relationship is manifested.Through the construction of smart cities,from the level of physical network,from the level of technical support,the level of policy support and the quality of personnel go hand in hand,thus achieving a comprehensive upgrade of the social public service system.
