On Synergy Governance System Of China’s Ecological Civilization Constructing

With the development of the practice of China’s socialist modernizationconstruction, the contradicting of the economy and the ecological environmenthighlights increasingly and it requires enhancing the research of synergy governancesystem of ecological civilization construction. This paper aims to construct the synergygovernance system on the basis of the the synergy governance problems of ecologicalcivilization construction and on the analysis framework of subjectivity--process. Thispaper committed to analysis the main problems of synergy governance ecologicalcivilization construction, to find out and analysis the subjectivity synergy problems suchas governmental synergy problems, market synergy problems, social synergy problems,and the synergy problems amang the three. This paper also aims to find out and analysisthe process problems of agenda setting, goal programming, decision-making, carryingout, evaluating, and the synergy problems among them. The thesis reaches theconclusion that to construct the synergy governance system of China’s ecologicalcivilization, the subjectivity synergy should realize the governmental synergy, marketsynergy, social synergy and the synergy amang the three, and the process synergyshould realize the synergy of agenda setting, goal programming, decision-making,carrying out, evaluating, and the synergy among them. The research comes frompractice and the theory also needs to be verified by the practice. This study verified theidea value of the synergy governance system theory of ecological civilizationconstruction by especially selecting the water pollution control practice of Huaihe River.
